BEACH PRESERVATION COMMITTEE
September 13, 2011

The meeting was called to order at 4.00 pm.

By Committee consensus, Committee member Andrews conducted the meeting as acting Chair.
APPROVAL OF MINUTES: Minutes of the June 14, 2011 meeting were held over to the next scheduled
BPC meeting.
1. INTRODUCTION OF NEW MEMBER:
The Committee welcomed newly appointed member Pieter de Monchy. He's been a Carlsbad
resident since 2000 and enjoys helping out in the Community. Staff member Jantz indicated Angela
O'hara has submitted a letter of resignation from the Beach Preservation Committee to the Mayor.
2. REVIEW FOCUS OF BEACH PRESERVATION COMMITTEE:
The Committee continued their discussion of future work efforts of the BPC. Committee member
Andrews suggested the Committee become more involved with the Sandag Regional Beach Sand
Project II (RBSP II), and opened up the discussion to the rest of the Committee. The Committee
agreed to continue this discussion over the next few meetings, to bring forth ideas/recommendations
on how/what involvement the Committee will have in regards to RBSP II and other future projects.
The Committee has set a February 2012 goal to convey these recommendations to council. Staff
member Jantz reminded the Committee that it may be best to revise their 2010/2011 Goals and
Objectives Program and use that document as the method to forward their recommendations to the
council. Staff member Jantz will place the revision to the Committee's Goals and Objectives on the
agenda for the October meeting.
3. BEACH BROCHURE UPDATE:
Due to a lack of Committee members and the status of the review of the Beach Brochure, no
discussion occurred. Staff member Jantz will send out an email to the Committee reminding them to
have a brochure updates by the next scheduled BPC meeting.
4. COASTAL PROJECT UPDATES:
Staff member Jantz provided a brief update on two upcoming coastal projects. The California
Department of Fish and Game is currently bidding the maintenance dredging of the Batiquitos
Lagoon. The project consists of dredging 118,000 cubic yards of sand from the middle basin and
pumping the sand to the beach south of the inlet channel, re-contouring of the nesting islands and
existing desiltation basin in the west basin, and re-contouring the beach profiled directly south of the
inlet channel. The project is projected to start later this year with a completion deadline of March 1,
2012. Sandag is preparing to advertise for bidding Sandag's Regional Beach Sand Project II (RBSP II).
RBSP II proposes to dredge offshore sand sources and deposit the material on 11 eroded beaches in

San Diego County. Similar to RBSP I, Carlsbad will have two beach nourishment sites and is projected
to receive approximately 383,000 cubic yards of sand. RBSP II is scheduled to begin in April 2012.
s. COMMITTEE MEMBER DISCUSSION:
• State Parks Report-State Representative Ketterer discussed the State is recommending no fires
be allowed at South Ponto Beach and that the Beach Fest debriefing meeting has been
postponed. Mr. Ketterer also mentioned two upcoming events at the beach: a Coastal Cleanup
sponsored by "I love a Clean San Diego" is scheduled for Saturday, September 17 at Tamarack
and S. Ponto Beach from 10am-2pm, and an end of summer beach cleanup and fund raiser for
Beach Fest 2012 is on September 24th and sponsored by Hennessey's.

By proper motion, the meeting was adjourned at 5:08pm. The next meeting of the Beach Preservation
Committee will be Tuesday, October 11, 2011 at 4:00 p.m. in the City of Carlsbad Parks and Recreation
Administration Building, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
