Ed Andrews, Darryl Hatheway, Bret Barger, and Pieter de Monchy Matt Rocco and Jayme Timberlake Steven Jantz and Adriana Alvarez By Committee consensus, Committee member Andrews conducted the meeting as acting Chair. APPROVAL OF MINUTES: Minutes of the June 14, 2011 were held over to the next scheduled BPC meeting and minutes for the September 13, 2011 (Barger/de Monchy) were unanimously approved. 1. SHORELINE PRESERVATION WORKING GROUP: Staff member Jantz provided a summary of the Sandag Shoreline Preservation Working Group meeting of October 6, 2011. Mr. Jantz mentioned that Greg Hearon from Coastal Frontiers provided a presentation summarizing the results of their ongoing regional Offshore Monitoring Program. Coastal Frontiers monitors coastal profiles twice annually at 61 transects throughout the San Diego coastal region. For the Carlsbad beaches, Mr. Hearon indicated the northern beaches seem to hold sand longer that the southern Carlsbad beaches. This information could be used to determined appropriate locations for future beach nourishment projects. Mr. Jantz also updated the Committee on the status of the 2012 Sandag Regional Beach Sand Project II (RBSP II). Sandag indicated RBSP II is projected to be advertised for bidding later in October with bid submittals due towards the first part of December. Also, due to the increase in projected project costs, the coastal city representatives considered reducing the sand quantities at each beach location by 11% or commit to funding the increased costs in order to receive the maximum permitted sand quantities at the adjacent beaches. The City of Encinitas indicated they are willing to eliminate the Leucadia beach site and will contribute additional funds in order to receive the maximum sand quantities at the remaining three beach sites in Encinitas. Carlsbad indicated they are not interested in funding the increased sand quantities due to the estimated cost of $844,000. The Committee discussed the option of requesting additional funds from the Council for the maximum sand quantities. Staff member Jantz indicated the cost of the additional sand quantity may not be the best use of public funds since public perception with the loss of sand over a winter period can be perceived as a waste of taxpayer funds. 2. REVIEW 2012-2013 GOALS AND OBJECTIVES: Item was continued to the November gth meeting to allow discussion by a full Committee. 3. COMMITTEE MEMBER DISCUSSION: • State Parks Report-There was no State Parks report. 5. PUBLIC COMMENT: None ADJOURNMENT /NEXT MEETING By proper motion, the meeting was adjourned at 5:00 pm. The next meeting of the Beach Preservation Committee will be Tuesday, November 8, 2011 at 4:00 p.m. in the City of Carlsbad Parks and Recreation Administratio Building, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
