The meeting was called to order at 4:07 pm.

Minutes of the October 11, 2011 meeting (Barger/de Monchy) were
Introductions: Chair Rocco asked the meeting guests to introduce themselves and provided a brief
summary of meeting protocols.
1. SHORELINE PRESERVATION WORKING GROUP: Staff member Jantz provided a summary of the
Sandag Shoreline Preservation Working Group meeting of December 1, 2011. Mr. Jantz summarized
an update on the schedule and funding for the 2012 Regional Beach Sand Project (RBSP II). As stated,
RBSP II is currently in the bidding phase with cost proposals due to Sandag by December 21, 2011.
The notice to proceed could be issued in mid-February with the project expected to begin pumping
sand on the beaches during the first week of April. Carlsbad's share of the project will be funded
through the previously approved Agricultural Conversion Mitigation Grant for the Carlsbad Beach
Nourishment Project. Other participating cities are using a combination of funding sources for their
prorated share including Beach Sand Mitigation Funds collected as a condition of the California
Coastal Commission. In addition, Mr. Ron Flick outlined the results of a recent analysis evaluating the
impacts of sea level rise along the southern California coastline.
2. REVIEW 2012-2013 GOALS AND OBJECTIVES:
Committee member Andrews suggested this topic needs considerable discussion and requested this
item be continued to the January 10, 2012 meeting to allow discussion by a full Committee. In
addition, member Andrews requested this be the only item on the agenda so to focus on this
important subject, and the Committee members should review the 2010/11 Goals and Objections
prior to the meeting. The Committee unanimously agreed.
3. BEACH BROCHURE UPDATE:
The Committee discussed the final revisions to the Beach Brochure and requested staff compiles the
final comments into one document. That document can then be distributed to the Committee for
final review.

4. COMMITTEE MEMBER DISCUSSION:
• State Parks Report-State Parks Superintendent Brian Ketterer mentioned that the Joint Powers
Authority governing fire departments is working on a Tsunami Evacuation Plan. The plan is
intended to provide an evacuation strategy in case a threat of a tsunami is imminent.
• Batiquitos Lagoon -Committee member Barger asked about the status of the maintenance
dredging of the Batiquitos Lagoon. Staff member Jantz indicated the California Department of
Fish and Game has issued a construction contract and work has begun. The project is proposed
to dredge approximately 118,000 cubic yards of sand from the middle basin and pump the sand
to the beach south of the lagoon mouth. A part of the project includes lowering the sand dune
adjacent to Carlsbad Blvd to reduce the amount of sand that typically blows onto the bike and
travel lanes. The work will be completed no later than March 1, 2012.
• RBSP II-Staff member Jantz indicated Sandag will be invited to provide an update on the project
at a Council meeting in January/February. The BPC may want to attend and support the project.
s. PUBLIC COMMENT: Mrs. Carol Skurlock addressed the Committee on the tide pool area adjacent to
the Terramar neighborhood. Mrs. Spurlock described a volunteer effort with various neighboring
home owners enlisting students from Carlsbad High School biology class to become stewards of the
tide pools. The class studies the coastal environment and conducts site monitoring of the tide pools
as part of the class curriculum. Through the cooperation of the Terra mar Homeowners and teacher
Tom Mulenberg, the students have become "Tide Pool Interpreters" and discuss the coastal area with
local visitors and students. Mrs. Skurlock asked if there is a volunteer network that can assist. The
Committee referred Mrs Skurlock to the city's volunteer coordinator for advice. In addition, the
Committee suggested the homeowners attend the Carlsbad Beach Fest event and request volunteers
for their efforts. Guest Emily Oort suggested the home owners also approach the AP Environmental
Sciences class at Rancho Buena Vista High School.
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:30 pm. The next meeting of the Beach Preservation
Committee will be Tuesday, January 10, 2012 at 4:00 p.m. in the City of Carlsbad Parks and Recreation
Administration Building, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
