Ed Andrews, Darryl Hatheway, Linda Petrucci and Pieter de Monchy Matt Rocco, Jayme Timberlake, Bret Barger Brian Ketterer, Jessica Baker and Emma Schneider Steven Jantz and Adriana Alvarez By Committee consensus, Committee member Andrews conducted the meeting as acting Chair. APPROVAL OF MINUTES: Minutes of February 14, 2012 were unanimously approved (Hathaway/Petrucci). The minutes of the June 14, 2011 and December 13, 2011 meeting were postponed to a time when a quorum of those attending those meetings can vote on the minutes. 1. SHORELINE PRESERVATION WORKING GROUP: Staff member Hatheway provided a brief summary of the Sandag Shoreline Preservation Working Group meeting of March 1, 2012. The 3 main topics of the meeting were: 1) Sandag indicated they have issued a Notice of Intent to execute a construction contract with Great Lakes Dredging for the Regional Beach Sand Project II (RBSP II). The project should begin in early August and most likely will start pumping sand onto the beaches along Imperial Beach. A schedule for the remaining beach sites is currently being developed and will be distributed by the end of April; 2) Surfrider Foundation provided a presentation on their proposed surf monitoring camera program. The Foundation is proposing to install 6 cameras overlooking the beach receiver sites for the RBSP II. The purpose is to monitor historic surf breaks and determine if sand nourishment affects the waves at these sites. The program will include analysis of video footage and will be supplemented by visual monitoring by volunteers. The proposed site in Carlsbad is overlooking Tamarack Beach; and 3) Sandag staff provided a presentation on a recent program developing a photographic record of beach sites in San Diego. The purpose is to take pictures at specific beach site (same angle and direction) so that a picture history can be created and the archives reviewed to show changes in the shoreline over time. 2. 2012-2013 GOALS AND OBJECTIVES PROGRAM: This item was a continuation of the discussion regarding the focus of the Committee and which items from their 2012-2013 Goals and Objectives Program the Committee should pursue. Committee member Petrucci suggested: the BPC should expand their public outreach efforts; and the Committee should research the possibility of allowing food trucks along Carlsbad Blvd to provide services to beach visitors. Committee member Andrews reiterated his suggestion of having the BPC be more active in the coordination and outreach relative to the Regional Beach Sand Project II. The Committee discussed her suggestion and agreed to continue the discussion at a future meeting. 3. COMMITTEEE MEMBER DISCUSSION: • State Parks Report -State Representative, Brian Ketterer, indicated that he'll no longer be attending the BPC meetings since he has resigned to southern Orange County. Interviews for his replacement are currently being conducted and a decision should be made within the next BEACH PRESERVATION COMMITTEE Minutes of April10, 2012 Page 2 couple of weeks. Mr. Ketterer further indicated the State is working on the proposed property swap for the realignment of Carlsbad Blvd, and his staff is coordinating efforts for the upcoming Beach Fest event. Mr. Ketterer mentioned that improvements to the South Carlsbad Campground are completed whereby 14 spots have been upgraded to provide full hook-up facilities and 2 additional sites have been updated for ADA compliance. • Beach Fest update -Beach Fest is scheduled for June 9, 2012. The Beach Fest Foundation is requesting a $10,000 grant from the City Council to help organize/plan event. Event is expected to draw approximately 7000 people. 4. PUBLIC COMMENT: None ADJOURNMENT /NEXT MEETING By proper motion, the meeting was adjourned at 5:10 pm.
