BEACH PRESERVATION COMMITTEE
June 12, 2012

The meeting was called to order at 3:10pm.

APPROVAL OF MINUTES: Minutes for the Meeting of May 8, 2012 (Hatheway, De Monchy) were
unanimously approved.
1. COMPLETION OF TERM: After 11 years of service, Vice-Chair Andrews is completing his term on the
BPC. The Committee thanked Mr. Andrews and acknowledged his many contributions to the Carlsbad
coastline.
2. VICE-CHAIR POSITION: The Committee nominated and appointed member De Monchy as Vice-Chair,
replacing Vice-Chair Andrews.
3. SHORELINE PRESERVATION WORKING GROUP: Staff member Jantz provided a brief summary of the
Sandag Shoreline Preservation Working Group meeting of June 7, 2012. Highlights included: a
discussion of the schedule update and monitoring plan for RBSP II, status of Surfrider Foundation's
beach monitoring camera installations, possible opportunistic sand source from the One Paseo
development project, and an update on the existing SCOUP permits.
4. COMMITTEEE MEMBER DISCUSSION:
• State Parks Report -Brian Ketterer introduced Robin Greene as the new State Parks
Superintendent of the San Diego North County Sector. Mr. Ketterer also indicated that for a
third year, the Coca-Cola Company has donated funds to be used for beach maintenance and
public safety. Also, the State is looking into elimination of California State Lifeguards from the
budget which could go into effect in November 2012.
• Beach Fest update -Beach Fest went well, with more people attending than previous years.
However, there was some concern expressed over the seemingly reduced focus of beach
stewardship, with less than 20 people volunteering for the beach cleanup effort.
s. PUBLIC COMMENT: Mr. John Prietto, member of the Carlsbad Village Association addressed the BPC
suggesting the city respond to a current request for proposals by State Parks for a concessions
contract at Frazee Beach. Mr. Ketterer explained the purpose of the RFP is to develop a private/state
partnership with the goal of providing services to beach visitors that the state is not presently able to
provide at this location (i.e. food and drink). Mr. Ketterer indicated the city can submit a proposal but
that the city would not meet the objective of providing the requested services. Mr. Ketterer
suggested that the Carlsbad Village Association, of which Mr. Prietto stated that he was a member,
may want to consider submitting a bid proposal.

Committee will be Tuesday, July 10, 2012 at 3:00 p.m. in the City of Carlsbad Parks and Recreation
Administration Building, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
