MEETING OF: BEACH PRESERVATION COMMITTEE
DATE OF MEETING: May 13, 2014

CALL TO ORDER: The meeting was called to order at 4:02 pm.
ROLL CALL:
Present Members: Darryl Hatheway, Linda Petrucci, Bret Barger, Norelynn Pion-Goureau and
Shelly Sander
Absent Members: None
Guests: David de Cordova, Principal Planner and Jennifer Jesser, Senior Planner
Staff: Steven Jantz, Liz Ketabian, Kyle Lancaster and Adriana Alvarez
APPROVAL OF MINUTES:
Minutes for the Meeting of March 25, 2014 (Barger, Pion-Goureau) were approved.
1. GENERAL PLAN UPDATE: Planning Department staff provided an update and status of the Carlsbad
General Plan Update. Some highlights of interest to the BPC are: Land use policies supporting beach
access and waterfront activity, and to design Carlsbad Blvd to be more than just a road along the
coast. Staff asked for public comment to be submitted by June 20, 2014 (written comments
preferred).
2. 2014 CARLSBAD BEACH FEST: Staff provided a brief update on the planning efforts for the June 14,
2014 Carlsbad Beach Fest. The 2014 event will include a beach cleanup, coastal and environmental
educational booths, and live music. Members of the BPC have committed to volunteer for the event.
3. 2014-15 BPC GOALS AND OBJECTIVES PROGRAM: The Committee discussed and unanimously
approved their 2014-15 BPC Goals and Objectives Program including a new objective to Goal #3 –
Create and participate in public outreach opportunities, which states “Provide a forum for the public
to present ideas, comments and opinions on coastal issues, and transmit said information to the city
manager and city council”.
4. COMMITTEE MEMBER DISCUSSION:
State Parks Report – North Coast Sector Superintendent Robin Greene was absent, no State Parks
Report. Staff member Lancaster provided insight on an agenda item to be presented to the City
Council on May 20, 2014. The City will consider taking over upkeep of the Tamarack State Beach Upper
Picnic facilities, including the restroom and adjacent grass area, and the restoration of the Coastal Bluff
above the seawall between Tamarack Ave and Pine Ave.
5. PUBLIC COMMENT: None
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:42 pm. The next meeting of the Beach Preservation
Committee will be Tuesday, July 8, 2014 at 4:00 p.m. in the City of Carlsbad Parks and Recreation
Administration Building, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
