MEETING OF: BEACH PRESERVATION COMMITTEE

CALL TO ORDER: The meeting was called to order at 4:00 pm.

CONSENT CALENDAR
APPROVAL OF MINUTES:
Minutes for the Meeting of July 8, 2014 (Barger, Ahrendt) were approved.
1. CARLSBAD BEACH FEST: Mat Huff, Executive Director of CalBeach Foundation, could not attend the
meeting. At Mr. Huff’s request, staff relayed general information about plans for a 2015 event from his
recent correspondence, including that the Carlsbad Beach Fest is tentatively scheduled for June 13,
2015, and could be requested to be held on the beach along north Carlsbad.
2. AGUA HEDIONDA LAGOON MAINTENANCE DREDGING: The Committee considered Cabrillo Power’s
proposed 2014/15 maintenance dredging program for the western basin of the Agua Hedionda Lagoon.
Staff provided a brief history of past dredging operations, a summary of the conditions within regulatory
agency permits, and the role of the BPC as it relates to the city’s approval process pursuant to the
conditions of Special Use Permit 06-10x1. Sheila Henika, representing Cabrillo Power 1, LLC, provided
a presentation indicating the power plant is proposing to dredge up to 500,000 cubic yards of sand from
the western basin and pump the sand to the adjacent beaches. The operation should begin
immediately after they receive their California Coastal Commission Coastal Development Permit which
will be considered in early October.
After considerable discussion and questions, the Committee recommended the power company
deposit the sand on the local beach as follows: 24% north of the Tamarack Avenue parking lot to Oak
Avenue, 52% between the lagoon’s cold water and warm water jetties, and 24% south of the lagoon’s
warm water jetty to the Terramar Point. Dredging will be scheduled to begin in mid-October, and is
expected to be completed by early April. After a proper motion to recommend approval of the sand
distribution percentages to the City Engineer as mentioned above (Pion-Goureau, Hatheway), the BPC
voted 5-1 (Barger).
3. CARLSBAD VILLAGE AND BARRIO MASTER PLAN UPDATE: Senior Planner Scott Donnell provided an
update on the process of developing the Carlsbad Village and Barrio Master Plan, and invited the
Committee members to attend and provide input during the upcoming public workshops.
4. COMMITTEE MEMBER DISCUSSION:
State Parks Report – North Coast Sector Superintendent Robin Greene was absent, so no State
Parks Report was provided.
Staff distributed an email from Committee Member Briggs, at his request, discussing the graffiti
on the seawall along the beach. Committee Member Briggs would like to induce discussion of
various actions and plans to enhance/improve the coastline.

ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:40 pm. Due to the Veteran’s Day Holiday (November
11, 2014) the next meeting of the Beach Preservation Committee will be postponed one week to Tuesday,
November 18, 2014 at 4:00 p.m. in the City of Carlsbad Parks and Recreation Administration Building, 799
Pine Avenue, Suite 200, Carlsbad, 92008.
