MEETING OF: BEACH PRESERVATION COMMITTEE
DATE OF MEETING: November 18, 2014

CALL TO ORDER: The meeting was called to order at 4:00 pm.

CONSENT CALENDAR
APPROVAL OF MINUTES:
Minutes for the Meeting of September 9, 2014 (Barger, Hatheway) were approved.
1. CARLSBAD BEACH FEST: Kyle Lancaster, Parks Superintendent gave a background/history of the
Carlsbad Beach Fest event and relative to the California State Department of Parks & Recreation,
mentioning the original partnership between volunteers and the state, with support from the city and
its beach preservation committee, and a mission that focused on coastal stewardship and beach
protection activities. Logistical support for the event came from both the state and the city during the
first several years, with its location being at Tamarack and/or Frazee State Beach. Mat Huff, Executive
Director of California Beach Foundation, attended the meeting and relayed general information about
plans for the 2015 event, including that the Carlsbad Beach Fest is tentatively scheduled for Saturday,
June 13, 2015. The event is planned to be held further north of the last several years’ Beach Fest events,
off of state beach property and onto private beach property (which is publicly accessible by easement)
- north of the Ocean St. parking. There was discussion that the relocation of the event would
significantly reduce the logistical support from both the state and the city, presuming the event remains
contained within a private beach. Further discussion centered around the various activities and events
that will be a part of the 2015 Beach Fest event, and a request by Mr. Huff for BPC members to serve
on subcommittees for volunteers, music and entertainment, food, public outreach and sponsorships.
2. AGUA HEDIONDA LAGOON MAINTENANCE DREDGING: The Committee was provided an update on
Cabrillo Power’s proposed 2014/15 maintenance dredging program for the western basin of the Agua
Hedionda Lagoon. Kyle Lancaster provided a summary of the conditions that still need to be met within
the regulatory agency permits (as provided to city staff by the Army Corps Of Engineering’s comment
letter and the state parks & recreation sector superintendent’s verbal report). These permit
requirements will likely delay the dredging start date by a few weeks, with operations more likely to
begin in late November/early December. Sheila Henika, representing Cabrillo Power, will be invited to
the next BPC meeting to provide an update on the dredging operation.
3. COMMITTEE MEMBER DISCUSSION:
State Parks Report – Parks & Recreations North Coast Sector Superintendent Robin Greene
participated in a discussion on matters relating to the state beach maintenance and operations.
Much of the discussion revolved around the improvements made - and yet to be underway - on
the Tamarack and Frazee Beach areas. Kyle Lancaster provided a presentation and update on the
status of various beach front projects the city is working on within these state-owned areas. The
projects included: the Tamarack restroom deferred maintenance, the Tamarack upper picnic

facilities enhancements, the Tamarack/Frazee Coastal Bluff restoration, and the Ocean St. parking
lot/bluff delineation. Committee members expressed their appreciation for the dramatic
improvements that have occurred in the past 6 months since the city entered into the Right of
Entry Agreement with the state, and indicated they look forward to the continuing improvements
along the coastline.
Committee Member Fred Briggs requested that next month’s BPC agenda include discussing
graffiti on the seawall, as well as fire rings along the beach.

ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:50 pm. The next meeting of the Beach Preservation
Committee will be Tuesday, January 13, 2015 at 4:00 p.m. in the City of Carlsbad Parks and Recreation
Administration Building, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
