HomeMy WebLinkAbout2015-09-08; Beach Preservation Committee; Minutes M I N U T E S MEETING OF: BEACH PRESERVATION COMMITTEE DATE OF MEETING: September 8, 2015 TIME OF MEETING: 4:00 p.m. PLACE OF MEETING: Parks and Recreation Administration 799 Pine Avenue, Suite 200 CALL TO ORDER: The meeting was called to order at 4:05 pm. ROLL CALL: Present Members: Linda Petrucci, Bret Barger, Fred Briggs, Norelynn Pion-Goureau, and Amy Ahrendt Absent Members: Darryl Hatheway and Shelly Sander Guests: City Council Member Lorraine Wood and UT San Diego Reporter Phil Diehl Staff: Kasia Trojanowska, Liz Ketabian, Kyle Lancaster, and Adriana Alvarez APPROVAL OF MINUTES: Minutes for the Meeting of May 12, 2015 (Barger, Pion-Goureau) were approved. 1. TERRAMAR AREA COASTAL IMPROVEMENTS – CIP PROJECT: Kyle Lancaster, Parks Superintendent, presented a slide show of the proposed Terramar Area Coastal Improvements project, which will focus on two major components, streets and bluff areas. Highlights included: safety and traffic improvements, replacement and enhancement of landscape/hardscape when necessary, as well as enhancing mobility for the area. The conceptual design is expected to be completed by the end of 2015. Final concept plans would then be developed into construction documents, with construction potentially beginning as early as the fall of 2016. 2. OCEAN STREET BEACH ACCESS IMPROVEMENTS – CIP PROJECT: Kyle Lancaster, Parks Superintendent, presented a slide show on the proposed Ocean Street Beach Access Improvements project, which includes seven public beach accesses along Ocean Street, from Oak Ave. to Rue de Chateaux. Project goals include increasing the visibility and aesthetics of the beach accesses, improving public safety and general accessibility/circulation, as well as enhancing vista points by providing seating and replacing benches and trash/recycling receptacles. A public input process on the concept plans for the project is expected to commence in the fall of 2015 3. COMMITTEE MEMBER DISCUSSION:  State Parks Report – North Coast Sector Superintendent Robin Greene was absent, State Parks Report provided by city staff Kyle Lancaster, Parks Superintendent: – Tamarack Beach Bluff Restoration Update - Since January 2015, when the project was implemented, many of the plants have grown, filling in the bare areas of the slope, improving the overall appearance of the Tamarack and Frazee State Beach coastal bluffs. This area is under regular maintenance of a city landscape contractor, which monitors the health and condition of the plants and provides any necessary care as needed.  Ocean St. Parking Lot – Starting October 12, 2015, the parking lot will be reconfigured to improve public safety by accommodating a 5’ wide walk on the bluff side of the parking lot. In addition, the entry to the parking lot will be widened, and an additional handicapped parking stall will be installed. The parking lot improvements should take no more than four days to complete and will require closure to vehicles. BEACH PRESERVATION COMMITTEE Minutes of September 8, 2015 Page 2 5.
