HomeMy WebLinkAbout2015-11-10; Beach Preservation Committee; Minutes M I N U T E S MEETING OF: BEACH PRESERVATION COMMITTEE DATE OF MEETING: November 10, 2015 TIME OF MEETING: 4:00 p.m. PLACE OF MEETING: Parks and Recreation Administration 799 Pine Avenue, Suite 200 CALL TO ORDER: The meeting was called to order at 4:10 pm. ROLL CALL: Present Members: Linda Petrucci, Fred Briggs, Darryl Hatheway and Shelly Sander Absent Members: Bret Barger, Norelynn Pion-Goureau, and Amy Ahrendt Guests: Dave de Cordova, Principal Planner and Carl Stiehl, Associate Planner Staff: Kasia Trojanowska, Liz Ketabian, Kyle Lancaster, and Adriana Alvarez APPROVAL OF MINUTES: Minutes for the Meeting of September 8, 2015 were moved to the next scheduled meeting. 1. OVERVIEW OF THE LOCAL COASTAL PROGRAM – SEA LEVEL RISE Carl Stiehl, Associate Planner presented a slide show on the overview of the Local Coastal Program (LCP), which is being coordinated along with the California Coastal Commission (CCC) and City Council. California Coastal Commission, in partnership with the Ocean Protection Council, established a Local Assistance Grant Program to support local governments in updating their coastal programs. The City of Carlsbad submitted a grant application and was awarded a grant in the amount of $228k for a Sea Level Rise analysis and Local Coastal Program update. The program will include three phases, 1) Sea Level Rise (SLR) analysis by early 2016, 2) Local Coastal Program (LCP) by late 2016, and 3) Zoning update by early 2017, with a submittal date to the CCC by April 2017. 2. OVERVIEW OF THE CLIMATE ACTION PLAN Dave de Cordova, Principal Planner, presented a slide show and provided a handout on the Climate Action Plan (CAP), a document created to help the city meet State of California goals for reducing greenhouse gases, while supporting a community goal of promoting a sustainable environment. A Climate Action Plan is a long-range strategy to reduce emissions of greenhouse gases, which include carbon dioxide, methane, nitrous oxide and water vapor. Carlsbad’s Climate Action Plan sets a baseline for past and current emissions, forecasts future emissions, and establishes targets by which to reduce future emissions. It also discusses potential environmental benefits that result from different methods of reducing emissions. The Climate Action Plan complements land use, mobility, and other elements in the updated General Plan - to reduce greenhouse gas emissions. Highlights of the ‘draft’ Carlsbad Climate Action Plan include: 1) Greenhouse gas (GHG) inventory, 2) Forecast of future emissions, 3) Greenhouse reduction targets, 4) Goals and actions to meet targets, and 5) Implementation, monitoring and reporting. The State of California goals to reduce GHG are: 1) By 2020, reduce emissions to 1990 levels and 2) By 2050, reduce emission by 80% below 1990 levels. (5 minute recess - resumed at 5:19pm) 3. OVERVIEW OF COASTAL PREPARATIONS FOR WINTER STORMS BEACH PRESERVATION COMMITTEE Minutes of November 10, 2015 Page 2 Kyle Lancaster, Parks Superintendent provided an update on El Niño preparations, which are being conducted city wide and headed by the Public Works Department. Throughout the city, appropriate advanced measures are taking place, e.g., adding Best Management Practices (BMPs) such as: straw waddles, gravel bags, ground cover, boulder rip rap. Identified potential problem areas will continue to be monitored throughout the rainy season, and mitigation actions will be initiated as needed. City field department staff are on duty 24 hours in the event of an emergency. 4. STATE PARKS AND RECREATION UPDATE State Parks Report – North Coast Sector Superintendent Robin Greene was absent, State Parks Report provided by city staff Kyle Lancaster, Parks Superintendent:  Ocean St. Sculpture Park Parking lot improvements - were completed in October 2015 The parking lot was reconfigured to improve public safety by accommodating a 5-foot wide pedestrian path on the bluff side of the parking lot. In addition, the entry to the parking lot was widened, and an additional handicapped parking stall installed.  Tamarack/Frazee Coastal Bluff project – Interpretive panels on the Southern Calfifornia coastal area’s flora and fauna were installed at two locations along the bottom of the bluff, and two locations along the top of the bluff.  Terramar Area Coastal Improvement Project – A community meeting will be held Thursday, Nov. 19, from 6 to 8 p.m. at the Senior Center,. to present conceptual plans and receive public input. 5. PUBLIC COMMENT:  The Village and Barrio Master Plan – Update provided by Kasia Trojanowska, Park Planner. The master plan is ready to be released next week, with community workshops being held on Dec 15-17. Deadline for receipt of comments is tentatively scheduled for mid-January 2016. Scott Donnell, Senior Planner, will be invited to provide the Committee with a presentation on the plan at it’s January 12, 2015 meeting.  Decommissioning/Removal of Encina Power Plant Pipeline - Liz Ketabian, Park Planning Manager, gave an update on the environmental review comment period for the decommissioning/removal of the fuel pipeline just south of the Agua Hedionda Lagoon. The project is tentatively scheduled to be completed by September 2016. ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:48 pm. The next meeting of the Beach Preservation Committee will be Tuesday, January 12, 2016 at 4:00 p.m. in the City of Carlsbad Parks and Recreation Administration Building, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
