MEETING OF: BEACH PRESERVATION COMMITTEE
DATE OF MEETING: January 12, 2016

CALL TO ORDER: The meeting was called to order at 4:05 pm.

APPROVAL OF MINUTES:
Minutes for the Meeting of September 8, 2015 (Barger, Petrucci) and November 10, 2015 (Barger, Sander)
were both approved.
1. OVERVIEW OF VILLAGE AND BARRIO MASTER PLAN
Scott Donnell, City of Carlsbad Senior Planner gave an update and presented a slide show on the
Village and Barrio Master Plan by Dover-Kohl. The master plan will seek to create a vibrant,
pedestrian-friendly, downtown center and a rejuvenated Barrio. The draft was released for public
review in November 2015 and has three components to it, which are: Master Plan, Code, and Design
Guidelines. Currently the master plan is out for public comment and review thru January 15, 2016.
BPC members were directed to visit the city’s website for further details and information about the
Village & Barrio Master at www.carlsbadca.gov/villagebarrio.
2. STATE PARKS & RECREATION UPDATE
Kyle Lancaster, City of Carlsbad Parks Superintendent, on behalf of the State of CA Parks & Recreation
staff, provided an update on beach related activities to which the city is a party. Mr. Lancaster
mentioned that storm water Best Management Practices (BMPs) for El Niño preparations performed
well during the last storms and that there was limited damage to the coastal areas within the city’s
responsibility.
City staff monitors coastal areas for ponding and flooding on a regular basis, especially during high tides
and storms, and takes abatement action if warranted for health and safety purposes. BMPs applied in
the affected coastal areas included rock rip rap, straw waddles, silt fencing, gravel bags, and sand bags.
3. COMMITTEE MEMBERS DISCUSSION
Desalination Plant – BPC members discussed and expressed interest in a future tour of the
desalination plant. Kasia Trojanowska, City of Carlsbad Parks Planner, will coordinate with Poseidon
representatives and BPC members for a future tour date, then report out on the determination at the
next regularly scheduled BPC Meeting.
Beach Fest- BPC Member Brett Barger asked whether Beach Fest was going to occur in 2016. City staff
responded that they have not received any applications for a Beach Fest 2016 from last year’s event
coordinator, Mat Huff. No other BPC members had any information on this topic.

El Nino and Beach and Shoreline Erosion - This was a topic of interest in light of the recent January
storm events, and members asked if any beach profile studies had been performed. Ms.
Trojanowska reported that beach profile studies are performed twice a year, in the fall and in the
Spring, by Coastal Frontiers. BPC Member Darryl Hatheway reported that a LIDAR Survey was
performed prior to of the recent El Nino events and another is to be done after the El Nino period has
lapsed.

By proper motion, the meeting was adjourned at 5:15 pm. The next meeting of the Beach Preservation
Committee will be Tuesday, March 8, 2016 at 4:00 p.m. in the City of Carlsbad Parks & Recreation
Administration Building, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
