MEETING OF: BEACH PRESERVATION COMMITTEE

CALL TO ORDER: The meeting was called to order at 4:06 pm.
ROLL CALL:

APPROVAL OF MINUTES:
Minutes for the Meeting of January 12, 2016 (Sander/Hatheway) were approved.
1. OCEAN ST. BEACH ACCESS IMPROVEMENTS PROJECT
Kyle Lancaster, City Parks Superintendent gave an update and presented a slide show on the Ocean
St. Beach Access Improvements project. The project will improve seven public beach entrances and
stairs along Ocean Street, from Oak Avenue to Rue de Chateaux. Project Goals are: Making the stairs,
railings and landings more attractive and inviting, providing amenities such as bike racks, benches and
trash/recycling receptacles, adding lighting, crosswalks and other safety features, creating places to
stop and enjoy the view, making entrances easier to find, beautifying the entrances with drought
tolerant landscaping and design features, and improving privacy, security and aesthetics for
neighboring properties. The next step in the design development process is to present an update to
the City Council on March 15, 2016. More information on this project is available at the city’s website.
2. STATE PARKS & RECREATION UPDATE
Kyle Lancaster, City of Carlsbad Parks Superintendent, on behalf of the State of CA Parks & Recreation
staff, provided an update on beach related activities to which the city is a party. Mr. Lancaster
mentioned that storm water Best Management Practices (BMPs) for El Niño preparations are still
performing well and there was limited damage during this season’s last storm. He mentioned that a
portion of the state bluff that eroded previously had resulted in the closure of one travel lane of south
bound Carlsbad Blvd., just south of Palomar Airport Road. The lane is currently coned-off for safety
precautions, and the bluff area is being analyzed by the city for more permanent stabilization measures.
3. COMMITTEE MEMBERS DISCUSSION
Desalination Plant Tour – Kasia Trojanowska, City of Carlsbad Parks Planner, coordinated a tour of the
desalination plant, which is scheduled for March 16, from 10am to 11:30am.
4. PUBLIC COMMENT: None

By proper motion, the meeting was adjourned at 5:11 pm. The next meeting of the Beach Preservation
Committee will be Tuesday, May 10, 2016 at 4:00 p.m. in the City of Carlsbad Parks & Recreation
Administration Building, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
