MEETING OF: BEACH PRESERVATION COMMITTEE

CALL TO ORDER: The meeting was called to order at 4:04 pm.

APPROVAL OF MINUTES:
Minutes for the Meeting of March 8, 2016 (Hatheway/Pion-Goureau) were approved.
1. VILLAGE, BARRIO & BEACH PARKING STUDY
Pam Drew, Associate Planner gave an update and presented a slide show on the Village, Barrio, and
Beach parking study. The contractor for the parking study has been selected and data collection and
analysis will be conducted from April 2016 through May 2017. The goal is to identify parking
management strategies that: Improve parking and mobility options for community members and
visitors, maximize the efficiency of existing parking resources, and identify solutions that will support
future parking needs. Community engagement will be available through surveys and public outreach
meetings. Pam Drew directed those in the meeting to visit the city’s website or contact her at 760-

2. STATE DEPARTMENT OF PARKS & RECREATION REPORT
Lisa Urbach, State of California Department of Parks & Recreation Interim Superintendent, for the San
Diego North Coast Sector, provided a summary of state beach related activities:
The State DPR’s Tamarack Ave. parking lot was closed in late April/Early May for
maintenance. Sand and large boulders along the western edge of the lot were recently
repositioned, as part of the state’s maintenance activities. The parking lot is also soon to be
slurry coated and restriped.
The State DPR’s San Diego North Coast Sector office on Carlsbad Blvd. and Beech St. is in the
middle of a much needed renovation. The renovation will take approximately one year to
complete because the building is considered to be a historical site and a historical structure
assessment needs to be conducted prior to restoration plans being prepared.
State DPR is awaiting a Geologist’s final report on the sea cave that has opened beneath the
state-owned bluff south of Cerezo Dr. Public safety is a priority and currently the area is
cordoned-off for safety precautions.
The State DPR is reviewing the beach fire regulations. Currently there are no concrete fire
rings provided on the state’s beaches, and only portable, above ground fire containers are
allowed on those sites. In spite of existing hot coal receptacles and regulatory signs being
present, many patrons do not property dispose of the coals from beach fires. Each year,
there are several cases of serious burns from smoldering firewood or hot charcoal briquettes
being left behind in the sand. Lifeguards monitor the beach and perform clean-ups every
morning, but hot wood and coals are hard to spot if buried under the layer of sand.

The city’s landscape contractor is currently working on a native plant replenishment along
the Tamarack/Frazee State Beach coastal bluffs. Some of the original plantings completed
in January 2015 are being replenished as part of the Tamarack Beach Bluff Restoration. The
few sparse areas in the bluffs are from a combination of factors, including an expected
mortality rate on new plantings, limited irrigation as linked to adherence of water
conservation requirements, harsh coastal environment conditions, and rodents inhabiting
the bluffs/feeding on the new plants.
The State DPR and the city staff are proposing the authorization of another Right of Entry
Permit for the Tamarack State Beach upper picnic facilities and the Tamarack/Frazee State
Beach coastal bluffs. The state permit would allow the city to continue to improve and
maintain these state-owned properties for another year. The state and the city first
authorized such a permit in May 2014. Another permit was then authorized by the state
and the city in May 2015, and a new permit will be considered by the City Council at its
regular meeting on May 17, 2016.
