MEETING OF: BEACH PRESERVATION COMMITTEE

CALL TO ORDER: The meeting was called to order at 4:05 pm.

APPROVAL OF MINUTES:
Minutes for the Meeting of May 10, 2016 (Pion-Goureau/Barger) were approved.
1. WATER QUALITY MONITORING IN CARLSBAD WATERSHED
Tim Murphy, Environmental Specialist provided an overview and presented a slide show of the water
quality monitoring program. The program is used for monitoring beach water quality in Carlsbad.
Major components of the testing are: where do fecal indicators come from, advisories, warnings and
beach closures. Mr. Murphy explained who conducts the monitoring in Carlsbad, and where and how
often water is tested. He stated that based on historical data, Carlsbad beaches are rated one of the
cleanest in the county. Mr. Murphy also provided tips on ways to reduce watershed pollution. For
further information on beach water quality, the Committee was invited to visit the County of San
Diego website at www.sdbeachinfo.com, the Heal the Bay 2016 Beach Report Card at
www.healthebay.org/beach-report-card, and the City of Carlsbad website at www.carlsbadca.gov.
2. CARLSBAD BLVD/TAMARACK AVE. INTERSECTION PROJECT
Craig Williams, Mobility Manager provided an update and presented a slide show of the Carlsbad
Blvd./Tamarack Ave. intersection project. The project will improve safety, access and traffic flow in
the area around Carlsbad Blvd. and Tamarack Ave. Three different alternatives are under
consideration. One alternative promotes a traffic circle as a traffic calming measure; the other
alternatives propose elimination of one or two south bound lanes to accommodate pedestrian and
biking amenities. Project goals include: easing the traffic flow, widening of the sidewalk south of
Tamarack Ave., relocation of the bus stop to a secure and accessible location, providing seating areas
along the street with panoramic views to the ocean, and creation of additional (no-fee) on-street
parking. Drought tolerant and indigenous plants, as part of the new landscaping additions, will
complement these improvements and enhance the natural beauty of the area. A community meeting
was held on June 23, 2016, as an opportunity for residents to provide input on the project. The
Committee was informed of an online community survey being conducted at the City of Carlsbad
website, where those interested in the project, could also sign up for email updates.
3. OCEAN ST. BEACH ACCESS IMPROVEMENTS PROJECT
Kyle Lancaster, Parks Services Manager provided an update and presented a slide show of the project.
The project will improve seven public beach entrances and stairs along Ocean Street, from Oak
Avenue to Rue de Chateaux. Conceptual designs have been revised, and staff has submitted an
application for the Coastal Development Permit. The revised designs were reviewed with the
Committee, and questions/comments were addressed. A vote was taken by the Committee (Pion-

Goureau/Petrucci) to accept the conceptual plans, and forward them to the Planning Commission for
consideration of a Coastal Development Permit. The next step in the design process is to present an
update on the project to the City Council in July 2016. The Committee was advised that more
information on this project is available at the City of Carlsbad website.
4. STATE DEPARTMENT OF PARKS & RECREATION REPORT
Lisa Urbach, State of California Department of Parks & Recreation (DPR) Interim Superintendent, for
the San Diego North Coast Sector, provided a summary of state beach related activities:
The State DPR issued a news release on June 1, 2016 eliminating wood fires in a number of
San Diego area beaches. The release states “all wood burning fires are prohibited in four San
Diego region state beaches where established fire rings are not provided. The new policy is
intended to prevent injuries to visitors and reduce beach debris”. State DPR will have
Rangers monitoring the wood fires until August 2016.
State DPR had no major incidents reported during the 4th of July holiday at Carlsbad State
Beaches. Beach cleanup went fairly quickly.
The sea cave that has opened beneath the state-owned bluff south of Cerezo Dr. will have
permanent fencing and “no trespassing” signs installed by the end of July 2016. Public safety
is still a priority and area will continue to be cordoned-off for safety precautions.
The South Carlsbad State Beach campgrounds are in the process of repairing storm damaged
areas including stairs and stair landings. A portion of the state bluff that eroded previously
will be redesigned for stabilization.
The San Diego North Coast Sector office on Carlsbad Blvd. and Beech St. received a grant for
various renovations. Turf area renovations will be completed by August 2016.

By proper motion, the meeting was adjourned at 5:45 pm. The next meeting of the Beach Preservation
Committee will be Tuesday, September 13, 2016 at 4:00 p.m. in the City of Carlsbad Parks & Recreation
