HomeMy WebLinkAbout2016-11-08; Beach Preservation Committee; MinutesM I N U T E S MEETING OF: BEACH PRESERVATION COMMITTEE DATE OF MEETING: November 8, 2016 TIME OF MEETING: 4:00 p.m. PLACE OF MEETING: Parks and Recreation Administration 799 Pine Avenue, Suite 200 CALL TO ORDER: The meeting was called to order at 4:07 pm. ROLL CALL: Present Members: Chair Pro-Tem Darryl Hatheway, Amy Ahrendt, Bret Barger, Sage Naumann, and Fred Briggs, Absent Members: Chair Linda Petrucci and Norelynn Pion-Goureau, Guests: Lisa Urbach Staff: Liz Ketabian, Kasia Trojanowska, Kyle Lancaster, Carl Stiehl, and Adriana Alvarez APPROVAL OF MINUTES: Minutes for the Beach Preservation Committee Meeting of July 12, 2016 were approved (4-0-1), on proper motion by Members Barger and Briggs. 1. SEA LEVEL RISE VULNERABILITY ASSESSMENT Carl Stiehl, Associate Planner presented a slide show on the overview of the Local Coastal Program (LCP), which is being coordinated with the California Coastal Commission (CCC) and SANDAG. The California Coastal Commission, in partnership with the Ocean Protection Council, established a Local Assistance Grant Program to support local governments in updating their coastal programs. The City completed a draft report on June 2016, The City of Carlsbad Sea Level Rise Vulnerability Assessment, showing how a rising sea level could result in future flooding and erosion along its coastline and around lagoons. An overview of assessment was presented at a community meeting on Oct. 12, 2016, where it was well received. the next steps are to 1) develop adaptation strategies for each planning area 2) finalize the Sea Level Rise Vulnerability Assessment 3) Prepare an update to the Local Coastal Program 4) conduct future community meetings on this topic. ENCINA MARINE OIL TERMINAL DECOMISSIONING PROJECT Kasia Trojanowska, Parks Planner presented an update on a project application submitted by Cabrillo Power I, LLC earlier this year, to remove a pipeline, offshore mooring equipment and a riprap groin that extends west of the existing power plant. The request was approved by the California Coastal Commission on November 4, 2016. Removal of pipeline will commence in September 2017, and is expected to be completed by May 2018. Expected costs will be about $11.2 million. The work has been scheduled to minimize any effects on beachgoers, fisheries and wildlife. When completed, the beach and seafloor will be restored to its original state. 3. STATE DEPARTMENT OF PARKS & RECREATION REPORT Lisa Urbach, State of California Department of Parks & Recreation (DPR) Interim Superintendent, for the San Diego North Coast Sector, provided a summary of local state beach related activities:  The DPR staff is currently working with engineers to repair tide damage to the southern ramp and stairs at the South Carlsbad State Beach Campground. They’re looking at different repair options available for the ramp. The staircase will be repaired and paid for with a grant; work on that project will commence by the end of Jan. 2017.  The DPR staff will be installing permanent fencing, upon receiving all pertinent permits, around a sea cave that opened beneath the state-owned bluff south of Cerezo Dr. This work BEACH PRESERVATION COMMITTEE Minutes of November 8, 2016 Page 2 is expected to be conducted in Dec. 2017. New “no trespassing” signs will be installed soon. The sea cave will remain as a natural feature, however public safety is still a priority and the area will continue to be cordoned-off as a precautionary measure.  Encinitas Beach Resort, south of Ponto Beach (and south of the Carlsbad city limits), will be the site of construction on an underground parking garage, commencing in 2017.  Moonlight Beach’s old headquarters building will be torn down, and a new beach headquarters will be constructed at same location. Work is expected to be completed by March 2017.  San Elijo Beach;s headquarters construction will commence by April 2017.
