MEETING OF: BEACH PRESERVATION COMMITTEE

CALL TO ORDER: The meeting was called to order at 4:02 pm.

APPROVAL OF MINUTES
Minutes for the Beach Preservation Committee Meeting of November 8, 2016 were approved (5-0-2), on
proper motion by Members Hatheway and Barger.
PUBLIC COMMENT
Marie Cowland, expressed safety concerns over the lack of beach accesses from Carlsbad Boulevard to
North Ponto Beach, by the Solamar Mobile Home Estates and the Hilton Garden Inn. Ms. Cowland was
advised by city staff that the State Parks & Recreation Department staff was absent from the meeting, but
that the Beach Preservation Committee could consider placing this item on a future agenda. Ms. Cowland
was also subsequently provided with the state staff’s contact information.
1. INTRODUCTION OF NEW BPC MEMBER
The Committee welcomed newly appointed member Sage Neumann.
2. ENCINA MARINE OIL TERMINAL DECOMISSIONING PROJECT
Sheila Henika, NRG Environmental Engineer, provided an update on a project application submitted in
2016 by Cabrillo Power I, LLC, to remove a pipeline, offshore mooring equipment and a riprap groin
that extends west of the existing power plant. The project team is currently finalizing the regulatory
agencies’ permit processing for the project. Removal of pipeline will likely commence in September
2017, and is expected to be completed by February/March 2018.
3. AGUA HEDIONDA LAGOON DREDGING PROJECT
Sheila Henika, NRG Environmental Engineer, provided a brief summary on the next cycle on
maintenance dredging of the outer basin of the Agua Hedionda Lagoon, and the conditions that still
need to be met for the regulatory agencies’ permit processing. The purpose of dredging is to remove
sand build up in the outer basin which disturbs the tidal flow needed to cool the Encina Power
Station’s steam generators. The dredging operations are slated for late fall 2017 through spring 2018.
Traffic impacts during project will be minimal.
4. TRAILS MASTER PLAN UPDATE
Kasia Trojanowska, Parks Planning Manager, provided a presentation on the Trails Master Plan, which
is a framework for the city’s comprehensive trails system and addresses the long term plan for
maximizing the City of Carlsbad’s trail system and ensures that residents have access to a diverse
array of well-maintained trails today and for future generations. Today the city has 67 miles of
publicly accessible trails. The Trails Master Plan identifies 38 miles of future trails connections that
would bring the grand total of publicly accessible trails to 105 miles. The City of Carlsbad’s consultant

has completed an environmental initial study for proposed trail segments, which will be released for a
30-day public review in the coming days. Following the public review of the environmental initial
study, the Trails Master Plan will then go before the City of Carlsbad Parks & Recreation Commission
for review, and Planning Commission to make a recommendation to approve the General Plan
Amendment, and subsequently onto the City Council for final approval.
5. STATE DEPARTMENT OF PARKS & RECREATION REPORT
North Coast Sector Interim Superintendent Lisa Urbach was absent from the meeting, so no State Parks
Report was provided.

By proper motion, the meeting was adjourned at 5:19 pm. The next meeting of the Beach Preservation
Committee will be Tuesday, May 9, 2017 at 4:00 p.m. in the City of Carlsbad Parks & Recreation
Administration Offices, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
