MEETING OF: BEACH PRESERVATION COMMITTEE

CALL TO ORDER: The meeting was called to order at 4:02 pm.

APPROVAL OF MINUTES
Minutes for the meeting of March 14, 2017 were deferred to the next meeting as there was not a quorum
of committee members who attended the subject meeting.
PUBLIC COMMENT
No public comments were received
1. INTRODUCTION OF NEW BPC MEMBERS AND STAFF
The Committee welcomed newly appointed members Sherman McEachern and Greg Lang, and new
staff liaison Aeryn Donnelly-Terrey, Parks Planner.
2. VILLAGE, BARRIO & BEACH AREA PARKING STUDY
Pam Drew, Associate Planner, provided a summary on a comprehensive parking study and parking
management plan that the city conducted which focus on Carlsbad Village, Barrio and adjacent beach
area. The parking management plan provides implementable short-term (by year 2020), medium-
term (by year 2025), and long-term (by year 2035) strategies to improve the efficiency and
effectiveness of the parking system within this segment of Carlsbad. These strategies focus on the
Village and Barrio, and in turn the Village and Barrio Master Plan. Planning staff anticipates
presenting the parking study and parking management plan to the City Council in September 2017.
3. TAMARACK UPPER PICNIC FACILITIES/COASTAL BLUFFS ROE PERMIT RENEWAL
Kyle Lancaster, Parks Services Manager, provided a brief summary on the Right of Entry (ROE) Permit
with the State of California Department of Parks & Recreation and the City of Carlsbad, for the city’s
improvement and maintenance of the Tamarack State Beach Upper Picnic Facilities and the
Tamarack/Frazee State Beach Coastal Bluffs. The state and city have executed an annual permit for
work on these properties since May 2014. The current permit was executed on May 9, 2017.
4. OCEAN STREET BEACH ACCESS IMPROVEMENTS PROJECT PLANNING
Kyle Lancaster, Parks Services Manager, provided a presentation on the Ocean Street Beach Access
Improvements Project, which outlined the improvements proposed for the seven beach access points
at: Oak Avenue, Carlsbad Village Drive, Grand Avenue, Christiansen Avenue, Beech Avenue Cypress
Avenue, and Rue Des Chateaux. Project improvements include widening the path of travel, ADA
accessible curbs ramps, new crosswalks, signage, amenities, and California native planting. Staff is in
the final review phase of the construction documents, and anticipates seeking the City Council’s
approval of those documents in late August 2017. Presuming the documents are approved, the

project will be put out to bid, with a construction contract potentially awarded by the City Council in
late October 2017.
5. STATE DEPARTMENT OF PARKS & RECREATION REPORT
North Coast Sector Interim Superintendent Lisa Urbach provided updates on sand replenishment
projects associated with the construction of a hotel in Encinitas (September 2017), and the maintenance
dredging of Agua Hedionda Lagoon (January 2018), as well as the maintenance dredging of the
Batiquitos Lagoon (September 2018). The groin rip rap that is to be removed from the Carlsbad State
Beach – as part of the decommissioning of the NRG marine oil pipeline - will be relocated to the Cardiff
State Beach, to provide a stable dune planting area. This work is expected to commence in the fall of
2017. An update was provided on an existing contract for portable restroom maintenance and cleaning
along Carlsbad Boulevard, and inquiries regarding the state bluff erosion south of Cerezo Drive were
addressed.

By proper motion, the meeting was adjourned at 5:30 pm. The next meeting of the Beach Preservation
Committee will be Tuesday, September 12, 2017 at 4:00 p.m. in the City of Carlsbad Parks & Recreation
Administration Offices, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
