ROLL CALL: Present Members: Chair Linda Petrucci, Chair Pro-Tem Fred Briggs, Committee Members Pion-Goureau, McEachern, Lang, and Naumann Absent Members: None absent Guests: City Councilmember Cori Schumacher, SD UT Reporter Phil Diehl Staff: Marisa Lundstedt Kasia Trojanowska, Kyle Lancaster, Pam Drew, Marshall Plantz, and Adriana Alvarez APPROVAL OF MINUTES Minutes for the meeting of March 14, 2017 were approved (4-0), on proper motion by Members Pion-Goureau and Briggs. Minutes for the meeting of July 11, 2017 were approved (4-0), on proper motion by Members Lang and McEachern. PUBLIC COMMENT No public comment 1. INTRODUCTION OF NEW BEACH PRESERVATION COMMITTEE MEMBERS The Committee welcomed newly appointed members Greg Lang and Sherman McEachern. 2. CITY OF CARLSBAD BEACH PROFILE SURVEY RESULTS Greg Hearon of Coastal Frontiers Corporation provided a presentation on the Beach Monitoring Program at the coastline, called the Oceanside Littoral Cell, which focuses on documenting changes in the condition of the coastline, while evaluating the impacts of natural events. Coastal Frontiers has performed beach profile surveys since 1986; and they have performed beach monitoring programs in Southern California in an on-going partnership with SANDAG. Mr. Hearon spoke of the pre-El Nino results and the 2016 beach changes, in which they were able to determine that there was severe winter erosion at most beach sites. 3. AGUA HEDIONDA MAINTENANCE DREDGING PROJECT Pam Drew, Associate Planner, provided a summary on the Agua Hedionda dredging project. The Planning Commission requested an updated report from Cabrillo Power I LLC (NRG), to allow for periodic maintenance dredging of the Agua Hedionda Lagoon. The Planning Commission requested that the report address soil toxicity, since previous reports showed select positive results near the inlet to the inner lagoon. NRG will also provide further information on the quantity of sand that can be retained at each of the beach receiver sites. The next scheduled Planning Commission meeting, in which the city permitting of this project will be considered, is on September 20, 2017. 4. CARLSBAD BLVD AT ENCINAS CREEK – ROAD REVETMENT PROJECT Marshall Plantz, Engineering Manager, provided a presentation on the road revetment project along the western side of Carlsbad Blvd, at Encinas Creek Bridge. Revetment work has been ongoing for the last several years, via a few projects. The first of the projects began in 2010, for the Encinas Creek Bridge replacement and the repair of both the south and north sides of Carlsbad Blvd. Erosion during severe storms subsequently turned western bluff protection work into an emergency project, which BEACH PRESERVATION COMMITTEE Minutes of September 12, 2017 Page 2 required an emergency Coastal Development Permit (CDP). The third project began in 2016, and included emergency rip rap rock to be added to the western bluff, north of the Encinas Creek Bridge. The bluff area needed revetment to protect it from further damage. A five-year CDP has been requested from the CA Coastal Commission. 5. STATE OF CA DEPARTMENT OF PARKS & RECREATION ACTIVITIES REPORT The North Coast Sector Interim Superintendent, Lisa Urbach provided updates on sand replenishment projects associated with the construction of a hotel in Encinitas. The commencement of the project has been delayed from September 2017 to October 2017. The Carlsbad State Campgrounds have increased transient and off-leash dog issues, and the state will be providing more enforcement in the area. The Tamarack parking lot will be closed for restriping in October 2017. Ms. Urbach addressed the possibility of the City of Carlsbad developing an operating agreement with the State of California Department of Parks & Recreation over certain beach areas. Discussions between city staff and California State Parks & Recreation officials on this topic are in progress. ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:11 pm.
