HomeMy WebLinkAbout2018-01-09; Beach Preservation Committee; MinutesM I N U T E S MEETING OF: BEACH PRESERVATION COMMITTEE DATE OF MEETING: January 9, 2018 TIME OF MEETING: 4:00 p.m. PLACE OF MEETING: Parks and Recreation Administration 799 Pine Avenue, Suite 200 CALL TO ORDER: The meeting was called to order at 4:02 pm. ROLL CALL: Present Members: Chair Linda Petrucci, Committee Members Briggs, Pion-Goureau, McEachern, Lang, and Prietto Absent Members: None absent Guests: Phil Diehl and George Pianka, Sheila Henika City/State Staff: Aeryn Donnelly-Terrey, Kasia Trojanowska, Kyle Lancaster, Jonathan Schauble, Marshall Plantz, Adriana Alvarez, and Lisa Urbach APPROVAL OF MINUTES Minutes for the meeting of September 12, 2017 were approved (5-0-1), on proper motion by Members Pion-Goureau and Lang. PUBLIC COMMENT No public comment 1. INTRODUCTION OF NEW BPC MEMBERS The Committee welcomed newly appointed member John Prietto. 2. TERRAMAR COASTAL AREA IMPROVEMENTS PROJECT Jonathan Schauble, Associate Engineer, provided a presentation and update of the Terramar Coastal Area Improvements Project, which focuses on the Terramar area along Carlsbad Blvd., from Manzano Dr. north to near the Agua Hedionda Lagoon warm water jetty, along with the bluff top area across from the Encina Power Station (NRG). The updated concepts designs provide two alternatives for the Carlsbad Blvd. intersections, and a single design for the bluff top across from the power station. The conceptual designs will be presented to the City Council for feedback in spring 2018. 3. TAMARACK PROJECT Marshall Plantz, Engineering Manager, provided a presentation and update of the Tamarack Coastal Project, which focuses on the area around the intersection of Carlsbad Blvd. and Tamarack Ave. The projects’ emphasis is to improve the intersection, with widened sidewalks and bike lanes/buffers, added on-street parking, improved safety and enhanced recreation along this area of the coast. A community meeting on this project will be held on Thursday, Jan. 11, 2018, at the City of Carlsbad Senior Center, 799 Pine Ave. 4. AGUA HEDIONDA MAINTENANCE DREDGING PROJECT Sheila Henika, Encina Power Station, provided a presentation and update on the maintenance dredging of the outer basin of the Agua Hedionda Lagoon. The conditions set by the regulatory agencies have been met, and all permits are in place for the project to commence on January 29, 2018. The expected completion of this project is April 15, 2018. 5. NRG MARINE OIL PIPELINE REMOVAL PROJECT Sheila Henika, Encina Power Station, provided a presentation and update on the project application submitted in 2016 by Cabrillo Power I, LLC, to remove a pipeline, offshore mooring equipment, and a BEACH PRESERVATION COMMITTEE Minutes of January 9, 2018 Page 2 riprap groin that extends west of the existing power plant. The project team has finalized the regulatory agencies’ permits processing, and removal of pipeline began in the first week of January 2018. The work is expected to be completed by the end of March 2018. 6. OCEAN STREET BEACH ACCESS IMPROVEMENTS PROJECT Kyle Lancaster, Parks Services Manager, provided a presentation and update on the Ocean Street Beach Access Improvements Project, which outlined the enhancements designed for the seven northern beach access points located at: Oak Avenue, Carlsbad Village Drive, Grand Avenue, Christiansen Avenue, Beech Avenue Cypress Avenue, and Rue Des Chateaux. The project improvements include widening the path of travel, ADA accessible curbs ramps, new crosswalks, signage, seating amenities, and California native planting. Improvements to all seven accesses are scheduled for completion by the end of May 2018. 7. STATE OF CA DEPARTMENT OF PARKS & RECREATION ACTIVITIES REPORT North Coast Sector Interim Superintendent Lisa Urbach reported that California State Park officials are working along with NRG on the Agua Hedionda Lagoon Maintenance Dredging and Marine Oil Pipeline Removal Projects. General maintenance is currently underway at the Carlsbad State Campground. Lastly, the State’s local concessions agreement is coming up for re-bid. 8. ELECTION OF A CHAIR AND A VICE-CHAIR OF THE BEACH PRESERVATION COMMITTEE The Committee nominated and re-appointed member Petrucci as the Chair, and nominated and appointed member McEachern as the new Vice-Chair. ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:31 pm. The next meeting of the Beach Preservation Committee will be Tuesday, March 13, 2018 at 4:00 p.m. in the City of Carlsbad Parks & Recreation Administration Offices, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
