ROLL CALL: Present Members: Chair Linda Petrucci, Vice Chair McEachern, Committee Members Briggs, Lang, Pion-Goureau, Prietto, and Steindlberger Absent Members: None absent Guests: Gabriel Penaflor, and Fred Sandquist City/State Staff: Aeryn Donnelly-Terrey, Kyle Lancaster, Adriana Alvarez, and Lisa Urbach APPROVAL OF MINUTES Minutes for the meeting of January 9, 2018 were approved (6-0-1), on proper motion by Members Pion- Goureau, and Lang. PUBLIC COMMENT No public comment 1. BATIQUITOS LAGOON DREDGING PROJECT – CA DEPT OF FISH AND WILDLIFE Gabriel Penaflor, California Department of Fish and Wildlife Environmental Scientist, provided an update of the Batiquitos Lagoon dredging project, which will deposit sand on the area of South Ponto State Beach. Permits have been obtained to dredge 118,000 cubic yards of sand, and the project is expected to commence September 1, 2018 and to be completed by February 28, 2019. The project is estimated to cost between $1.5 million and $2 million, and will be funded by Sandag and Caltrans. The only remaining permit required to be issued is by the California Department of Parks and Recreation. The California Department of Fish and Wildlife does not foresee any further delays in the permitting process. 2. BATIQUITOS LAGOON FOUNDATION ACTIVITIES Fred Sandquist, Batiquitos Lagoon Foundation President, provided an overview of the current and future restoration and development projects surrounding the Batiquitos Lagoon. The Foundation is currently working on replacing kiosks at key trailheads, as well as obtaining permits for three restoration projects along the east basin of the lagoon. Future projects include land acquisitions for possible trails, and working with Caltrans on the I-5 freeway widening and pedestrian bridge and North County Transit District on the railroad bridge replacement. 3. STATE OF CA DEPARTMENT OF PARKS & RECREATION ACTIVITIES REPORT California Department of Parks and Recreation North Coast Sector Interim Superintendent Lisa Urbach reported that the Wave Crest Hilton Hotel will be funding the refurbishment of the South Ponto State Beach restroom. The State’s Department of Parks was awarded a $5k grant for Earth Day, which will fund an event on April 21, 2018 at the Tomato Fields in Carlsbad. Volunteers needed for the event can sign up at www.calparks.org. The department’s-San Diego District may receive $2.9 million in tax funds, which could be used towards several projects and to hire additional staff for maintenance improvements. Kyle Lancaster, City of Carlsbad Parks Services Manager, added to the State Parks report that the beach access staircase at Juniper Ave. is currently closed for repairs, and future repairs are expected to additional staircases along Carlsbad Blvd from Pine Ave to Cherry St. The City of Carlsbad’s parks BEACH PRESERVATION COMMITTEE Minutes of March 13, 2018 Page 2 maintenance contractor is currently in the process of completing a fill-in project to r replace diminished plantings along the Tamarack/Frazee State Beach coastal bluff areas. The Ocean St. public parking lot will be closed March 27 & 28, 2018 for re-slurrying and restriping. 4. PLANNED CITY COMMITTEE/COMMISSION WORKSHOPS Kyle Lancaster, City of Carlsbad Parks Services Manager, provided information for the future training/workshops for Beach Preservation Committee members regarding potential changes to protocols for city boards, committees and commissions. Training for the Beach Preservation Committee Chair and Vice Chair will be held on March 26, 2018, and a training date for the remainder of the committee members has yet to be determined. Materials were distributed and briefly reviewed on the recently adopted changes to the municipal code regarding public meetings. Updates will be provided to the committee members as needed. 5. NEXT MEETING Members proposed future agenda items for committee meetings, including: Member Briggs’ for reports the committee could present to the City Council; Vice Chair McEachern for reinstating the Beach Fest event or participating in a separate beach clean-up event; and Member Steindlberger for possible volunteers or paid liaisons to have a scheduled presence at the Terramar tide pools for educational purposes. ADJOURNMENT By proper motion, the meeting was adjourned at 5:20 pm. The next meeting of the Beach Preservation Committee will be Tuesday, May 8, 2018 at 4:00 p.m. in the City of Carlsbad Parks & Recreation Administration Offices, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
