ROLL CALL: Present Members: Chair Linda Petrucci, Committee Members Briggs, Lang, Prietto, and Steindlberger Absent Members: Vice Chair McEachern Guests: Regg Antle, Buena Vista Lagoon Foundation City Staff: Aeryn Donnelly, Kyle Lancaster, Hallie Thompson, and Adriana Alvarez APPROVAL OF MINUTES Minutes for the meeting of May 8, 2018 were approved (5-0-1), on proper motion by Lang and Prietto. PUBLIC COMMENT No public comment 1. BUENA VISTA LAGOON FOUNDATION ACTIVITIES Regg Antle, Buena Vista Lagoon Foundation President, spoke of the future restoration of the Buena Vista Lagoon relative to beaches within the City of Carlsbad. The foundation has been monitoring efforts by the San Diego Association of Governments (SANDAG) on an Environmental Impact Report (EIR) to analyze possible approaches to the enhancement of the lagoon. The findings of the EIR resulted in SANDAG making a recommendation to convert the lagoon to a marine system under the saltwater alternative. The conversion could have two impacts to the beaches within the City of Carlsbad: 1) some of the sand in the lagoon could be used for local beach nourishment, and 2) the widening of the mouth of the lagoon could require a bridge, or a trail, to connect the beach on the south side to the beach on the north side. There is no timeline for when the conversion would potentially commence. 2. STATE OF CA DEPARTMENT OF PARKS & RECREATION ACTIVITIES Lisa Urbach, Interim Sector Superintendent was absent. At the request of the committee, Kyle Lancaster, Parks Services Manager, reported that city-state discussions were continuing regarding a long term operating agreement on the state-owned beaches within the city limits. He also provided clarification as to which areas of coastal bluff and bluff top/picnic facilities were currently under city responsibility for routine maintenance. 3. CARLSBAD WATERSHED PROTECTION PROGRAM AND BEACH CLEAN-UP EVENTS Hallie Thompson, Environmental Specialist in the city’s Public Works Department, provided a brief overview of the Environmental Management Services division, which encompasses Habitat Management Plan monitoring, recycling and trash services, storm water protection, and Climate Action Plan compliance. Ms. Thompson’s discussion focused on the Watershed Protection Program, and highlighted its history, objectives, management, and policies. She also spoke of the several clean- up events held throughout the year, some of which are coordinated with “I love a Clean San Diego” a non-profit organization. Each event is sponsored by a different agency, which provides equipment and materials needed for the various tasks. The next clean-up event is scheduled for mid-September, and the Beach Preservation Committee Members are welcome to attend and participate in this event. OCEAN STREET BEACH ACCESS IMPROVEMENTS PROJECT Kyle Lancaster, Parks Services Manager, provided a brief update on the Ocean Street Beach Access Improvements Project, which outlined the improvements for the seven beach accesses at: Oak Avenue, Carlsbad Village Drive, Grand Avenue, Christiansen Avenue, Beech Avenue, Cypress Avenue, and Rue Des Chateaux. Currently, renovation of the accesses at Rue Des Chateaux, Beech Avenue and Carlsbad Village Drive is complete. In early August, construction will resume at the Cypress Avenue access, and once completed, construction will move to the Grand Avenue access. The final phase of construction will include the accesses at Oak Avenue and Christiansen Way. Project completion is anticipated in mid-December 2018. ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:14 pm. The next meeting of the Beach Preservation Committee will be Tuesday, September 11, 2018 at 4:00 p.m., in the City of Carlsbad Parks & Recreation Administration Offices, 799 Pine Avenue, Suite 200, Carlsbad, 92008.
