HomeMy WebLinkAbout2018-11-13; Beach Preservation Committee; MinutesM I N U T E S MEETING OF: BEACH PRESERVATION COMMITTEE DATE OF MEETING: November 13, 2018 TIME OF MEETING: 4:00 p.m. PLACE OF MEETING: City Council Chambers 1200 Carlsbad Village Drive CALL TO ORDER: The meeting was called to order at 4:05 pm. ROLL CALL: Present Members: Chair Linda Petrucci, Vice Chair McEachern, Committee Members Briggs, Colby, Prietto, and Steindlberger Absent Members: Committee Member Lang Guests: No guests City/State Staff: Kasia Trojanowska, Kyle Lancaster, and Adriana Alvarez INTRODUCTION OF NEW BPC MEMBER The Committee welcomed newly appointed member Brian Colby. PUBLIC COMMENT No public comment APPROVAL OF MINUTES Minutes for the meeting of July 10, 2018 were approved (4-0-1-2), on proper motion by Steindleberger and Prietto. 1. BEACH PRESERVATION COMMITTEE MEMBERS TRAINING Celia Brewer, City Attorney, conducted a training and provided a packet of handouts regarding the roles and responsibilities of the committee members. Highlights of the training and training packets included: 1) Authorities, 2) Boards and Commissions Related Ordinances, 3) Procedural Related Ordinances, 4) Committee Work Plans, 5) Ethical Rules, 6) Brown Act, 7) Public Records Act, and 8) Political Reform Act. Ms. Brewer mentioned she will be conducting an ethics training class in January 2019, which committee members may attend to fulfill their biennial requirement. 2. STATE OF CA DEPARTMENT OF PARKS & RECREATION ACTIVITIES Lisa Urbach, SD Coast District - North Sector Superintendent, was absent. No State Parks report was provided. 3. 2019 BEACH PRESERVATION COMMITTEE MEETING SCHEDULE Kyle Lancaster, Parks Services Manager, provided an update on the future schedule of committee meetings. BPC meetings will be held in the City Council Chambers going forward. The Committee briefly discussed the need to change its meeting time due to the City Council Chambers’ availability. The potential to change the meeting time to early afternoon received favor, but a decision was withheld, pending review by the Clerk Services Manager. Prior to the next meeting, a meeting time will be noticed to the members, and the 2019 BPC Meeting Schedule will be agenized for action. ADJOURNMENT By proper motion, the meeting was adjourned at 5:10 pm. The next meeting of the Beach Preservation Committee will be held in the City Council Chambers, at a time to be determined and publicly noticed. Kasia Trojanowska Parks Planning Manager
