HomeMy WebLinkAbout2019-04-02; Beach Preservation Committee; MinutesM I N U T E S MEETING OF: BEACH PRESERVATION COMMISSION DATE OF MEETING: April 2, 2019 TIME OF MEETING: 4:00 p.m. PLACE OF MEETING: City Council Chambers 1200 Carlsbad Village Drive CALL TO ORDER: The meeting was called to order at 4:03 pm. ROLL CALL: Present Members: Chair Linda Petrucci, Vice Chair McEachern. Commission Members Briggs, Colby, Steindlberger and O’Malley Absent Members: Commission Member Prietto Guests: No guests City/State Staff: Kasia Trojanowska, Kyle Lancaster, Michael Tully, and Adriana Alvarez PUBLIC COMMENT Pierre Cochet-Weinandt addressed the Commission with concerns about beach erosion. Mr. Cochet-Weindandt requested copies of the City of Carlsbad annual beach monitoring report. APPROVAL OF MINUTES Minutes for the meeting of February 5, 2019 were approved (3-0-3-1), on proper motion by Steindlberger and Colby. SANDAG Shoreline Preservation Working Group Update Michael Tully, Parks Planner provided a brief presentation of the SANDAG Shoreline Preservation Working Group’s special meeting held on March 14. Meeting highlights included the San Elijo Lagoon Restoration Project and the overview of the Cardiff Living Shoreline Project. The San Elijo Lagoon restoration focuses on three major areas of restoration which are: extension of carpool lanes along I-5, double tracking the coastal rail line, and restoration of the San Elijo Lagoon. The Cardiff Living Shoreline Project is designed to protect and/or restore natural shoreline ecosystems using natural and manmade elements. Once complete, the project will help protect Highway 101 from sea-level rise and extreme storm events. STATE OF CA DEPARTMENT OF PARKS & RECREATION ACTIVITIES Lisa Urbach, Interim Sector Superintendent was absent; no State Parks report was provided. 2019-20 BPC WORK PLAN Kyle Lancaster, Parks Services Manager, provided an initial draft of the 2019-20 Beach Preservation Commission Work Plan for review. The Commission discussed the Work Plan and concluded that additional edits/changes were needed before it is finalized. Staff will incorporate comments provided during the meeting and will present the revised 2019- 20 Beach Preservation Commission Work Plan at the next BPC meeting. ADJOURNMENT By proper motion, the meeting was adjourned at 5:04 pm. The next meeting of the Beach Preservation Commission will be Tuesday, June 4, 2019 at 4:00 p.m., in the City Council Chambers, 1200 Carlsbad Village Drive, Carlsbad, 92008.
