ROLL CALL: Present Members: Chairperson Petrucci, Commission Members Briggs, Prietto, Colby, Steindlberger and O’Malley Absent Members: Commission Member McEachern Guests: No guests City/State Staff: Kasia Trojanowska, Kyle Lancaster, Michael Tully, and Adriana Alvarez APPROVAL OF MINUTES Minutes for the meeting of April 2, 2019 were approved (5-0-1-1). 1. STATE OF CA DEPARTMENT OF PARKS & RECREATION ACTIVITIES Lisa Urbach, State of California North Sector Superintendent, San Diego Coast District, was absent. Kyle Lancaster, Interim Parks & Recreation Director, reported that city staff is proposing to replace the state’s trash receptacles with city trash receptacles, and assume the servicing of these receptacles, along the beach adjacent streetscapes from Tamarack Avenue to Cannon Road. City staff is also proposing to replace the state’s contracted portable restrooms with the city’s contracted portable restrooms, and assume the servicing of these restrooms, along the above noted segment of streetscapes. City staff’s proposal is included in the FY 2019-20 Operating Budget, which is to be considered for adoption by the City Council at its meeting of June 18, 2019. 2. 2019-20 BPC WORK PLAN Kyle Lancaster, Interim Parks & Recreation Director, presented the 2019-20 BPC Work Plan to Commissioners. During the presentation, the Commissioners discussed and agreed to make additional edits to the 2019-20 Beach Preservation Commission Work Plan before it was finalized. Specifically, the Commissioners reviewed and made amendments to each of the following sections: City of Carlsbad Beach Preservation Commission Work Plan Fiscal Year 2019-2020 DRAFT I. Mission Statement It shall be the Mission of the City of Carlsbad Beach Preservation Commission to advise the City Council and the City Manager on matters related to erosion prevention and protection/enhancement of the Carlsbad shoreline (e.g., littoral cells, sea level rise, etc.), and to study the best means to maintain beaches for the safety and optimum enjoyment of the public. III. FY 2019-2020 Goals & Tasks 1. Study and investigate local shoreline preservation and beach nourishment projects. a. Participate in the selection process of optimal methods of sand retention for the Carlsbad shoreline. 2. Encourage private and public representatives to be engaged and work together on protection and enhancement of local beaches. a. Collaborate with the California Department of Parks & Recreation on erosion prevention and protection/enhancement of state-owned beaches within the City of Carlsbad. 3. Participate in outreach opportunities related to protection and enhancement of local beaches. BEACH PRESERVATION COMMISSION Minutes of June 4, 2019 Page 2 c. Through personal involvement, promote improvement of sand quality as related to storm water runoff and urban pollution, tobacco products and organic/inorganic material including dog/pet waste, plastics, etc. 4. Review and remain current on activities related to local shoreline preservation and beach nourishment. d. Monitor and comment on future California Department of Fish and Wildlife activities that may have an impact on the local shoreline, particularly regarding the maintenance dredging of the Batiquitos Lagoon. e. Monitor and comment on future California Department of Fish and Wildlife activities that may have an impact on the local shoreline, particularly regarding the enhancement of the Buena Vista Lagoon. The BPC 2019-20 work plan was unanimously approved and finalized, it will be presented to City Council at an upcoming Council meeting for review and approval. 3. NEXT MEETING Commissioner Prietto proposed a future BPC agenda item to discuss available options for a grooming machine the city could potentially purchase and use on the north beach. The Commission voted to agendize the item for the next scheduled BPC meeting. ADJOURNMENT By proper motion, the meeting was adjourned at 5:01 pm. The next meeting of the Beach Preservation Commission will be Tuesday, August 6, 2019 at 4:00 p.m., in the City Council Chambers, 1200 Carlsbad Village Drive, Carlsbad, 92008.
