MEETING OF: BEACH PRESERVATION COMMISSION

CALL TO ORDER: The meeting was called to order at 4:03 pm.
ROLL CALL:
Present Members: Vice Chair McEachern, Commission Members Briggs, Prietto, and Steindlberger
Absent Members: Chair Petrucci, Commissioner Colby and O’Malley
Guests: George Piantka, Senior Director from NRG
City/State Staff: Kasia Trojanowska, Kyle Lancaster, Michael Tully, and Charlene Buckalew
APPROVAL OF MINUTES
Postponed the approval of the minutes for the meeting of June 4, 2019 due to a lack of a quorum of Commissioners
who were present at that meeting.
1. DECOMMISSIONING OF MARINE OIL TERMINAL AT ENCINA POWER STATION
George Piantka, Senior Director, NRG provided a project update. Mr. Piantka provided a brief summary of the
decommissioning project that began in 2010 and the future of the project. In 2019 an amendment to permit a
temporary rock stabilization platform was approved on June 12, 2019. A 5-year permit was issued to develop a
long-term management plan to address the gap in the seawall, public access/recreation and coastal hazards.
2. STATE OF CA DEPARTMENT OF PARKS & RECREATION ACTIVITIES
Lisa Urbach, State of California North Sector Superintendent, San Diego Coast District, was absent. Michael
Tully, Parks Planner, provided information on behalf of Lisa Urbach from the state on current activities and
projects. Maintenance continues on graffiti removal and clearing sand and debris from the high tide at the
Tamarack Avenue Parking Lot. City replacement of the trash bins along the seawall and trash pickup is
continuing. Project updates were provided for the Batiquitos Lagoon Maintenance Dredging (and the potential
related moving of the volleyball courts on Ponto State Beach), Encinitas Beach Resort construction, South
Carlsbad State Beach Camp Store and the Historic adobe wall at the North sector office.
NEXT MEETING
Commissioner Briggs proposed a future BPC agenda item to discuss commissioners routinely monitoring
segments of the Carlsbad coastline and providing reports to the Commission. Commissioner Briggs also proposed
a discussion with Lisa Urbach, State of California North Sector Superintendent, San Diego Coast District on the
contracting of volleyball courts on the state beaches in Carlsbad.

By proper motion, the meeting was adjourned at 4:47 pm. The next meeting of the Beach Preservation Commission
will be Tuesday, October 1, 2019 at 4:00 p.m., in the City Council Chambers, 1200 Carlsbad Village Drive, Carlsbad,
92008.
