HomeMy WebLinkAbout2019-10-01; Beach Preservation Committee; Minutes MINUTES MEETING OF: BEACH PRESERVATION COMMISSION DATE OF MEETING: October 1, 2019 TIME OF MEETING: 4:00 p.m. PLACE OF MEETING: City Council Chambers 1200 Carlsbad Village Drive CALL TO ORDER: The meeting was called to order at 4:03 pm. ROLL CALL: Present Members: Chair Petrucci, Commission Members Prietto, Colby, Steindlberger and O’Malley Absent Members: Vice Chair McEachern, Commissioner Briggs Guests: None City/State Staff: Kasia Trojanowska, Kyle Lancaster, Michael Tully, and Charlene Buckalew APPROVAL OF MINUTES Minutes for the meeting of June 4, 2019 were approved (5-0-0-2). Postponed the approval of the minutes for the meeting of August 6, 2019 due to a lack of a quorum of Commissioners who were present at that meeting. 1. COMMISSIONERS’ DESIGNATED REVIEW OF THE CARLSBAD COASTLINE Chair Petrucci read the following excerpt from a prepared statement from Commissioner Briggs: I feel strongly that there should be some demonstrable, useful purpose to our participation in Carlsbad's civic affairs. When we revised the Beach Commission's charter recently, we added words to the effect of providing an overview to current beach and usage conditions. My recommendation is fairly simple in concept: we have seven commissioners and seven miles of coastline. I propose that we assign each commissioner one mile of Carlsbad's coastline and request that they visit and (if possible) walk the assigned area monthly, recording their observations and perhaps contrasting them to previous observations or comments. The Chairperson of the Commission would then be responsible for making a semi- annual presentation to the City Council on beach usage and conditions. The key, of course, would be in providing useful information to the Council. I further suggest that, if the commission members accept this general concept, that a sub-committee be established to research and specify the function, form and format of the information to be provided. I would volunteer to contribute that effort, if requested. Commissioners discussed the proposal and decided to keep an informal approach to observations of the coastline and to provide observations during the Commissioner Reports section of the Beach Preservation Commission Agendas of future meetings. 2. STATE OF CA DEPARTMENT OF PARKS & RECREATION ACTIVITIES Lisa Urbach, State of California North Sector Superintendent, San Diego Coast District, was absent. Michael Tully, Parks Planner, presented the following information provided by Ms. Urbach via email on current activities and projects: Work continues on the Encinitas Beach Resort Construction of an ADA accessible pathway along the beach to the parking lot; State Parks staff is working with city staff to ensure the area under the lifeguard towers along the lower seawall is cleaned by a street sweeper weekly; The Batiquitos lagoon dredging equipment is scheduled to mobilize on Oct. 9 and dredging to begin on Oct. 16; A beach clean-up event is scheduled for Oct. 26 at North Ponto Beach at 9:00 a.m. BEACH PRESERVATION COMMISSION Minutes of October 1, 2019 Page 2 COMMISSIONER/COMMITTEE REPORTS AND AGENDA ITEMS FOR FUTURE COMMISSION MEETINGS • Chair Person Petrucci stated that on the sand side of the lower seawall near the Hemlock Ave. entrance, there is a bamboo cluster that should be removed or pruned. • Commissioner Steindlberger requested that the future agenda item on potential beach grooming on the northern beach include an analysis of the sea life/ecosystems in the sand. • Chair Person Petrucci requested a future agenda item to be informed of the changes that may occur within the Agua Hedionda Lagoon due to the decommissioning of the power plant and the construction of the water desalination plant. • Commissioner Steindlberger requested a future agenda item on plans for the next regional beach nourishment project. • Chair Person Petrucci requested future agenda items for representatives from the three lagoon foundations to provide updates on their respective activities and projects. ADJOURNMENT By proper motion, the meeting was adjourned at 5:03 pm. The next meeting of the Beach Preservation Commission will be Tuesday, December 3, 2019 at 4:00 p.m., in the City Council Chambers, 1200 Carlsbad Village Drive, Carlsbad, 92008.
