MEETING OF: BEACH PRESERVATION COMMISSION

CALL TO ORDER: The meeting was called to order at 4:00 pm.

APPROVAL OF MINUTES
Minutes for the meeting of Oct. 1, 2019 were approved (5-0-2-0).
1. SR # 1219-1 LOCAL COASTAL PROGRAM LAND USE PLAN UPDATE
Don Neu, city planner and Melanie Saucier, associate planner gave an overview of the city’s draft Local Coastal
Program (LCP) Land Use Plan update. The LCP is required by the California Coastal Act to manage development
within the city’s coastal zone and to protect and enhance coastal resources. Per Coastal Act, elements discussed in
the LCP include public access to coast, recreation, marine environment, natural resources (e.g., sensitive habitat),
and development. The LCP hasn’t been updated since its adoption in the 1980s. It is important to pursue the
update in order to receive state grants, reflect current conditions, and to provide consistency with the General
Plan. There are eight chapters to the LCP, titled: 1) Introduction, 2) Land Use, 3) Recreation/Visitor Serving Uses, 4)
Coastal Access, 5) Agricultural, Cultural, Scenic Resources, 6) Environmentally Sensitive Habitat & Water Quality, 7)
Coastal Hazards, and 8) Glossary. Included in the Glossary are two appendices: Appendix A – North Coast Corridor
Public Works Plan Overlay, and Appendix B – Sea Level Rise Vulnerability Assessment. The Planning Commission
and City Council public hearings are scheduled for the beginning of 2020. The LCP is currently available for public
review; comments can be submitted by Jan. 31, 2020, to Melanie Saucier, Associate Planner via email at
melanie.saucier@carlsbadca.gov. The draft LCP can be viewed at www.carlsbadca.gov/coastalupdate.
2. SR # 1219-2 STATE OF CA DEPARTMENT OF PARKS & RECREATION ACTIVITIES
Michael Tully, City of Carlsbad parks planner, presented the State of California Department of Parks & Recreation
Activities Report on behalf of Lisa Urbach, north sector superintendent, San Diego Coast District. The work
continues on the ADA accessible pathway along the beach to the parking lot, which is part of the Encinitas Beach
Resort construction at South Ponto State Beach. The parking lot is now open and the damage caused by the
construction will be repaired shortly. The Department of Parks & Recreation began using National Oceanic and
Atmospheric Administration research to help predict flooding in the Tamarack parking lot to mobilize equipment
more efficiently. The north part of the campground was closed on Dec. 1, 2019 to trim back vegetation. A project
agreement to restore The Historic Adobe Wall at the Department of Parks & Recreation’s North Sector Office
should be in place by July 1, 2020. The campground store will be under new management, a candidate has been
selected and the new contract will be finalized by May 2020.
3. SR# 1219-3 BATIQUITOS LAGOON DREDGING PROJECT UPDATE
Michael Tully, City of Carlsbad parks planner, provided an update of the Batiquitos Lagoon dredging project on
behalf of Gabriel Penaflor, environmental scientist with the California Department of Fish and Wildlife. The project
deposits sand on the south end of the Ponto State Beach, near the lagoon mouth. Permits have been obtained to
dredge 118,000 cubic yards of sand from the lagoon onto the beach. The project started on Nov. 8, 2019 and
continues until Dec. 15, 2019. In order to meet the project deadline, the Department of Fish and Wildlife granted
permission to continue work on 24 hour a day/7 day a week schedule in December. The project is funded by the
San Diego Association of Governments and the California Department of Transportation, and is estimated to cost
just under $1,500,000. 3 of 123 of 147

4. SR# 1219-4 BEACH GROOMING ANALYSIS
Kasia Trojanowska, parks planning manager, presented an opportunities and constraints analysis of a beach
grooming program. The analysis was conducted in response to Commissioner Prietto’s request at the June 4, 2019
Beach Preservation Commission meeting to potentially purchase and use a beach groomer on the northern beach,
which is managed by the City of Carlsbad. Parks & Recreation staff analyzed: 1) ownership, 2) location, 3)
environment, 4) permitting requirements, 5) equipment cost, 6) operations and maintenance. Based on the
evaluation of the above criteria, the analysis of SWOT, which stands for strengths, weaknesses, opportunities, and
threats, was developed. Ms. Trojanowska discussed each criterion in detail and provided an opportunity for the
commissioners’ comments. Based on the findings in the staff report, commissioners decided not to pursue a
mechanical grooming program on the northern beach.
5. COMMISSIONER/COMMITTEE REPORTS AND AGENDA ITEMS FOR FUTURE COMMISSION MEETINGS
Commissioner Briggs proposed a future agenda item to discuss forming a subcommittee to organize and manage a
volunteer cleanup event on the northern beach, as a means of performing manual grooming. The commission voted
to agenize the item for the next available Beach Preservation Commission meeting.
ADJOURNMENT
By proper motion, the meeting was adjourned at 5:10 pm. The next meeting of the Beach Preservation Commission
will be Tuesday, February 4, 2020 at 4:00 p.m., in the City Council Chambers, 1200 Carlsbad Village Drive, Carlsbad,
