The meeting was called to order at 2:00 P.M. by
Chairman Jose. Members present were Directors
Jose, Helton and Anderson.
Approval of Minutes:
(a) Minutes of the adjourned meeting held July
1971, were approved as presented.
(b) Minutes of the Special meeting held
December. 9, 1971 were approved as presented.
Election of Officers:
It was unanimously agreed that the.offices on the
Board would be rotated each year during the month
of June.
Report on Audi t:
The Recording Secretary informed the me.mbers of
the Authority that in checking with the Auditor
the $30.00 difference in the Construction Fund is
due to the value placed on the specimen bonds
issued.
By motion of the Authority the report from the
Auditor as transmitted by the Recording Secretary
was accepted.
New Business:
Discussion was held as to the request by the
Carlsbad Unified School District for use of the
City Council Chambers as a regular meeting pTace
for the school Board on the second and fourth •-
Mondays of each month.

By motion of the Authority it was agreed that use
of the Council Chamber faci1ities . by.the Board
of the Carlsbad Unified School District-be grantee
subject to conditions contained.in a written
agreement, for a period of six (6) months; at.the
end of the six month period the Building Authority
would meet for the purpose of determining whether
the arrangements as specified.in the . agreement
have been upheld, and to further consider an e x T
tension of time in regards to the agreement.
It was the concensus of the AufTiority that .an
agreement should be prepared by the.City Attorney
for the Authority's approval and. that the agree-
ment should provide the following conditions:
1. The time element should be 'for a six (6)
months period; ,
2. The insurance coverage for the School
District-should include-the Council
Chamber facilities;
3. A key to the facilities should -be . the
responsibility of one representative .
from the School District;
4. A check list should be prepared for
securing the facilities; and
5. The priority for use of the facilities
shall be (1) City of Carlsbad,. and (2)
County of San Diego.
Adjournment:
By proper motion the meeting was adjourned at

Dear Mr. Arnold:
Several months ago it became apparent that the school board meeting
room in the District Administration Center at 801 Pine Avenue would
probably not serve the needs of the unified district for the reason that
numbers of people in the audience frequently exceeded the seating space
of the room. At that time, you and I talked informally about the possibility
of the school board's using the City Council Chambers.

Since that time^ the school board has been inviting a representative
of the Associated Student Body at Carlsbad High School to sit in on the
meetings on a regular basis. This presented some legal problems in that
the building has been condemned for school use under the 1933 earthquake
laws. Subsequent consultation with the county counsel indicated that the
school board was taking great risks by continuing holding their meetings
in that building.
Since that time, two board'meetings have been held in the City Council
Chambers and in other locations in the school district on a trial basis. It
has been found that the City Council Chambers are the most appropriate
location for school board meetings. Because of this, the school board has
taken formal action to request use of the Council Chambers as the regular
meeting place of the school board on the second and fourth Mondays of each
month.
The next school board meeting is scheduled for Monday, March 27.
