MEETING OF: CARLSBAD TOURISM BUSINESS IMPROVEMENT
DISTRICT BOARD MEETING
DATE OF MEETING: January 21,2015
TIME OF MEETING: 1:30 p.m.
PLACE OF MEETING: Room 173A, Faraday Administrative Center, 1635 Faraday Avenue
CALL TO ORDER: Chair Stripe called the Meeting to order at 1:30 p.m.
ROLL CALL was taken by the Deputy City Clerk as follows:
Present: Canepa, Becerra, Akers, Stripe.
Absent: Nayudu
CONSENT ITEMS:
III. - Minutes of April 16, 2014 was continued to a future meeting for approval.
IV. - Minutes of May 22, 2014 will be filed as unapproved due to a permanent lack of quorum of
board members to approve said minutes.
Motion by Board Member Canepa and seconded by Board Member Becerra to approve items 1-
12, motion carried unanimously.

VII. AB 01-15-109 APPROVE APPOINTMENT TO VISITCARLSBAD BOARD
Approved recommendation of appointment Ms, Patsy Bock and Ms. Janissa Reyes by the
VisitCarlsbad Board.
VII. AB 01-15-110 VISTICARLSBAD FY 2014-15 MID YEAR UPDATE
Received a Powerpoint presentation (on file in the Office of the City Clerk) by Sam Ross, Executive
Director.
IX. STAFF REPORT
Mid-Year Financial Update
Staff Liaison Cheryl Gerhardt gave the mid-year financial report via a Powerpoint presentation (on
file in the Office of the City Clerk).
2015-16 Budget Planning
Board Members Becerra, Akers and Magor offered to act as the budget subcommittee to assist with
the development of the VisitCarlsbad and BID 2015-16 proposed budgets.
Tourism Study Update
Economic Development Manager Christina Vincent presented the draft tourism study to the board
indicating it was scheduled to go before City Council on February 17, 2015.

Discussion ensued among board members regarding recommendations in the draft and proposed
funding of recommendations for implementation. Board Member Becerra stated he would like the
board to have a discussion on future funding based upon the recommendations in the report.
Short Term Vacation Rental Update
Ms. Gerhardt explained to the board that the city was looking into drafting an ordinance and
adopting rules for short term vacation rentals (less than 30 days) which are currently not legitimate
in the city. She stated that staff is looking to have the ordinance and a permit process in place before
this summer to ensure concurrence with the rules.
X. NEXT MEETING
The next meeting is scheduled for April 22, 2015 at 1:30 p.m. The board also agreed to meet on
March 17, 2015 to specifically discuss the Tourism Study.

By proper motion the CTBID Advisory Board meeting held January 21, 2015, was adjourned at 2:39
