The first meeting of the City of Carlsbad's Council was held at Twin Inn's "Oilerst Room" on July 16, 1952.
Councilman Manuel Castorena was given the oath of office by City Clerk Hagen,
The City Clerk called the -meeting to order at 8:25 OfClock p.m, First order of business to select Councilmen ag Chairman and Mayor. Councilman Ede nominated Councilman McClellan. Councilman McClellan nominated Councilman Sutton. Councilman XcClellan was elected as Mayor 4- 1. I
Following fields of work were allocat.ed to the Councilmen:
Cmn. Manuel Castorena - Police and Fire Cmn. Lena Sutton - Water
Cmn. Ray Ede - Finance and Budget %r, k, "!l . Cmn. George Grober - Public Works and Buildings

Councilman Sutton reported that she had met with the Public Utility District Board and the Citizen's Water Committee, and as a result of that meeting, a comnittee composed of Jud Bond, I. H. Gronseth, Eddie Rentner and C, D. Field had been chosen to assist her in discussions with the San Diego County Water Authority. I,
.I' . This Committee has already met informal-ly with Authority members
and were advised that the City should make application for membership
..''.. by resolution from the Gouncil, and that a complete legal description and maps should 'be included. The Committee plans to meet with Ocean- Bide's Water Committee to discuss mtua'l problems, Mrs. Sutton stated.
Cxm. Castorena reported that a Police and Fire ,Committee had been appointed consisting of Mrs. Howard Oldham, Spence Reese, Dutton James,
and Ben Taylor, and has been gathering information in this field.
The Sherif'fts Office will Continue to give service until the City $is ready to go. The State Forestry Service will continue to be on call for at least a year, and the Volunteer Fire Department has offered its fullest .co-operation.

Cmn. Grober reported that a committee consisting of Claude Belton, Richard hIcAllister, Art Snyder, W, L, Perkett and Robert Watson are working on recommendations for a building code and contractorfs license fees.
Cam. Ede said he had been advised that county road services will continue in Carlsbad as long as presently allocated funds last. Per- mission has been given the City to occupy office space in the State Forestry BuiAding on a temporary basis.
Funds from gas taxes, l5quor licenses and motor vehicle license fees will not be received for several months, and it will be necessary to get ime.diate funds from some other source. Every effort will be made to "pay as we,go," but it may be necessary to get credit forawhile
The following matter was deemed urgent 0 - the appointment of a City Attorney - - the suit brought by Mr. Clifton Williams against the Councilmen - - the appointment of a Building Inspector (with mileage and other necessary expenses paid) - - the setting up of the City Clerk office.with the possibility of hiring a secretary-stenographer,

Cmn. Ede explained that Attorney T. Bruce Smith had agreed to assist the City in its work for a salary of $300.00 per month and ten cents per mile for use of car beginning July 6, 1952. Before the end of the two-month period the expense was to be ad- justed according to actual tim used.
The following resolution was introduced by Cnm. Ede and seconded by Cmn. Castorena.
Be it resolved by the City of Carlsbad that the first payment of $300.00 shall be made to To Bruce Smith on- August 6, 1952, and that the next payment shall be made of $300.00 on September 6, 1952, and that ten cents ($.lo) per mile shall be paid for necessary use of car.

Motion carried.
The Mayor asked T. Bruce Smith to act as the defense attorney in the suit brought against the Council by Clifton Williams, and did the City of Carlsbad have the authority to incur expense in this case. Attorney Smith answered that it was a pro- bable legal city expense. Mr. Smith explained normal daily court fees, what they iccluded, etc.
Cmn, Ede then introduced the following resolution which was seconded by Cmn. Sutton;
Be it resolved by the City of Carlsbad that T. Bruce Smith act as attorney for the Council in the suit brought against it by Clifton Williams and that T. Bruce Smith be empowered at his discretion to obtafn associate .counsel and that he be authorized $50.00 per day in court.

After discussion, Cm, Grober introduced the following re- solution, which was seconded by Cmn. Ede:
Be it resolved that this Council does appoint I. H. Gronseth as Acting Building Inspector for the City of Carlsbad; effec- tive immediately the Acting Building Inspector is authorized to inspect pending construction to determine compliance with past recognized building practices; the Acting Building In- spectorifs authorized to issue permits for future construction, said permits to confBrm to past recognized building practices and the California Housing Act and assessable at past esta- blished fees for zoned areas within Carlsbad; said ..building
permits shall be,subject to past established. zoning regula- tions; the Acting Building kspector is to earn no pay and is hereby authorized to incur reasonable expenses in perfor- mance of his duties.

The resolution for joining the Metropolitan Water District was tabled pending the adjourned .meeting next July 19, 1952, at 7:OO O'Clock p.m.
Col. I. II. Gronseth recomtnen'ded 'Mr. C. A. Anthony for the position of Building Inspector. Council requested Cmn. Grober to discuss with. Xr, Anthony his qualifications and regarding his em- ployment as Building Inspector either whole or part time.
It was moved by Cm. Ede and seconded by Cm. Grober that the City Clerk be authorized to set ,up a temporary office at reasonable expense in the Forestry Service Building on Highway 101, to negotiate for the employment of a secretary-stenographer, and that office hours be from 9:OO OtClock a.m. to 5:OO OvClock p.m., five days per week.

Cmn. Ede was detailed to discuss with the Security Trust and. Savings Barik regarding funds for the City of Carlsbad.
The City Clerk read the resolution of congratulations and co-operation from the City Council of Oceanside, The Clerk was directed to ahswer same.
The City Clerk read the resolution of congratulations from the Carlsbad. Chamber of Commerce and was directed to answer same.
At 11:15 OfClock p.m. Cmn, Grober moved that- the meeting adjourn to meet at 7:OO OlClock p.m. on Saturday, Cmn, Ede seconded the mot ion. Motion carried. &:! City Clerk

The Council waived the reading of the minutes of the preceding mee ticg.
Councilman Grober stated that he had a letter from Mr. Forbes, Registered Civil Engineer of Fallbrook. The City Clerk read the letter from Mr. Forbes, in which he applied for the position of City Engineer for Carlsbad, While not stated in the letter, Cm, Grober stated. that Mr. Forbes desired. $50,00 per month retainer and $5.00 per hour while working for the City, The City Clerk read a letter
from IW. Byrl Phelps, a Registered Civil Engineer, who also applied for the position of City &&mer for Carlsbad on a basis. that at the present time since his firm was working on the sewers in this area, his work would be gratis pending such time as the City of Carlsbad had funds to pay the necessary fees for a City Engineer on full or, part time basis. Cmn. Grober stated that Xr. C. A. Anthony had been approached on the position of BuIlding Inspector but stated
that he would not be available for two or three months as he was
