The resolution for joining the Metropolitan Water District was tabled pending the adjourned .meeting next July 19, 1952, at 7:OO O'Clock p.m. Col. I. II. Gronseth recomtnen'ded 'Mr. C. A. Anthony for the position of Building Inspector. Council requested Cmn. Grober to discuss with. Xr, Anthony his qualifications and regarding his em- ployment as Building Inspector either whole or part time. It was moved by Cm. Ede and seconded by Cm. Grober that the City Clerk be authorized to set ,up a temporary office at reasonable expense in the Forestry Service Building on Highway 101, to negotiate for the employment of a secretary-stenographer, and that office hours be from 9:OO OtClock a.m. to 5:OO OvClock p.m., five days per week. Savings Barik regarding funds for the City of Carlsbad. The City Clerk read the resolution of congratulations and co-operation from the City Council of Oceanside, The Clerk was directed to ahswer same. The City Clerk read the resolution of congratulations from the Carlsbad. Chamber of Commerce and was directed to answer same. At 11:15 OfClock p.m. Cmn, Grober moved that- the meeting adjourn to meet at 7:OO OlClock p.m. on Saturday, Cmn, Ede seconded the mot ion. Motion carried. &:! City Clerk The Council met at 7:15 OtClock p.m. Saturday, July 19, 1952, at the "Oilersf Room," Twin Inns, Carlsbad, Present: Mayor McClellan, Cm. Sutton, Cmn. Castorena, Cm. Ede, Cmn. Grober, City Clerk Hagen, City Attorney Smith. The Council waived the reading of the minutes of the preceding mee ticg. Councilman Grober stated that he had a letter from Mr. Forbes, Registered Civil Engineer of Fallbrook. The City Clerk read the letter from Mr. Forbes, in which he applied for the position of City Engineer for Carlsbad, While not stated in the letter, Cm, Grober stated. that Mr. Forbes desired. $50,00 per month retainer and $5.00 per hour while working for the City, The City Clerk read a letter from IW. Byrl Phelps, a Registered Civil Engineer, who also applied for the position of City &&mer for Carlsbad on a basis. that at the present time since his firm was working on the sewers in this area, his work would be gratis pending such time as the City of Carlsbad had funds to pay the necessary fees for a City Engineer on full or, part time basis. Cmn. Grober stated that Xr. C. A. Anthony had been approached on the position of BuIlding Inspector but stated that he would not be available for two or three months as he was 4 employed at present in Oceanside. He stated that Yr. Anthony had requested. $300.00 per month working as Building Inspector and that W. Anthony would submit a letter detailing his ex- perience and qualifications . The subject of zoning was brought up by hlayor .McClellan and a general discussior, took place. Mr. Robert Sutton, who 'had acted as Chairmall of the Citizen's Committee on zcning, stated that the Committee had decided on July 13, 1952, as t3e date op W~IC~ the County Planning Commission would cease functioning in our zoning cases . He stated that there were three cases pending for zone changes. Cm. Ede moved and Cm. Sutton seconded a resolution that the City Attorney be instructed to draw up an ordinance on zoning based on San Di6go County Basic Ordinance No. 371, as amended, and Ordinance No. 49, as amended. The Council urder- stands there are three cases pending for zone change: (1) The Poindexter case, (2) Mr. Fennel, ?VI??, c, A. Anthony, and others, (3) The Archbold case. Recommendations have been made by the County Planning Commission in the first two cases and in the third case had reached the Committee inspection stage. The COmmitt8e told two council members tMt they would recommend approval in the Archbold case. Voting: Cmn. Ede - aye Cm. Castorena - aye Cmn. Grober - aye Cm. Sutton - aye Mayor McClellan - aye , Mot ion carried. The City Clerk read a letter from Floyd Adam of Carlsbad to the Council in which Mr. Adam requested license's for five taxicabs. The City Clerk was directed to apswer the letter ex- plaining our present position, The subject of general liability coverage for the town was discussed. and a request was made to see if a temporary binder could be secured pending a regular coverage. The City Clerk was directed to write to the State regarding Workmen's Compensation Insurance which should be secured for present and future employees of the City. Cmn. Ede Stated that he had discussed with Xanager Carnes, Manager of the Security Trust and Savings Bank, regardhg a loac from the bank for the city, and stated that Mr. Carnes said it was very nroha5le t%t; it co-rlcf be done. The Council wanted to know whether we, the City, are authorized to encumber any of the funds which would accrue from the various funds of the State (gas tax, in lieu tax, Christmas Tree Fund.) The City Clerk Was in'strn3cte.l to write Tmr1ous denartments to see if we covld get the answers to some of these questions. The Council discussed the meeting that some of the Council members had had that morning with -Dr. Askew, the County Health Officer, with regard to sanitary and plumbing inspections ir_ the City of Carlsbad. The City Attorney was directed to prepare a special ordinance for adoption of a City Health Code and a City Flumbirg Code separately. While the Uniform Building Code was discussed, the City Attorney reported that his ordinances were not yet completed as the code books had just arrived that morning and he had been unable to go over them properly. The Council then discussed' its regular meetings. The City Attorney stated that it was custonary to meet twice a month but that special meetings could be held as necessary. After a dis- cussion, Cmn. Castorena moved, Cmn. Grober seconded? the following resolution: Resolved, that the meetings of the City Council of the City of Carlsbad be held on Resdays, at 7:OO OtClock p.m., at the "Oilerst Room," Twin Inns, at the corner of Elm Street and Route 101, Carlsbad. 5; ..Voting: Cmn. Castorena, Cmn. Ede, City Clerk Hagen, City Attorney Smith. Absent: I Can Grober . The City Clerk was directed to read the main points of the minutes of the two preceding meetings. The City Clerk did SO. Mr. Claude Helton, Chairman of the Contractor's group, stated they had originally recom,ended to adopt the County Building Code, but they had changed their ninds, that while the County Code was easiest: and simplest, there were so many Ordinances to track down that in the end it would have taken much time, so after discussion the Committee had recommended the Uniform Building Code, and while 0 the Uniform Building Code had fire zoning which did not exist as such in Carlsbad, he believes that fire zone three could be used probably for the entire area. Col. I. H. Gronseth, the Building . Inspector, stated that he believes the City should adopt two fire zones inasmuch as business, motels, and hotels should be in a different zone From homes. After discussion regarding fire zo~es, it was decided to leave the code--.as it was, at least temporarily. The City Attorney stated that he believes that the agricultural type of buildings, such as barns, chicken h.ouses, etc., should be left out, otherwise the expense would hurt people unnecessarily in complying with the Uniform Building Code. Mayor McClellan stated that he thought effective immediately we could exclude the agricul- tural type of buildings. Col; Gronseth reminded the Council that the attitude toward the agricultural people was to be as easy as possible on them, in other words, to incur no unecessary expenses on them. Mr. Robert Watson stated that he believes that all work should be required to have it ready Tuesday, July 22, 1952, at which time he believed the Council could enact the Uniform Building Code Ordinance. I The relationship between our Building Inspector and the County Building Inspector's Departmnt was discussed, Cole Gronseth stated that some permits issued had not been started, hence the County has not rendered service ill those cases. Mayor McClellan- stated that it will be necessary to pass an ordinance for the validation of spections wder conditions tht existed. Mr. Gronseth stated that some people have extended their permits by paying a fine. After further discussion, Cmn, Ede moved, Cmn.
