Discussion took place regarding the letter received from Ray . 11
and Esther H. Halsey wherein they asked advice of the necessary pro- cedure and requirements to legally transfer 'title of Rondwag to the City, City Clerk &gen will notify them.

A hearing was held on.tk application of k'dilliam Terpy Carman and Paul L. Carman of the Yellow Cab coxpany of Oceanside for a Certificate of Public Conveneince and Necessity. City Clerk Hapen read a letter of recommendation from Walter X. Jobason, Chhf of dceanside Fire De- partment and also a letter of recommendation from A. H, Dysart con- cerning these applicants. City Clerk Hagen read the recommend.ation of Chief Palkowski which was based upon his investigation of the character and mors1 backgrounds of these individuals wherein he stror,gly recom- mend.ed that their appliciitiori to operate a taxi cab business in the City of Carlsbad be desied.

Cm. Grober reported that he attended a meeting of th Fire Committee which consisted of R. R. Robinson, Max Ewald and himself. He reported they will be needing extra fire men, equipment for the fire station and a sirel?_ to be placed in the building. Cmn. Grober
will check the cost of the siren and what it will cost the City to hire more firemen.
After a ten m'nute recess, IiIayor McClellan meconvened the

City Clerk Hagec read Ordinance 9007 changing zone in the Industrial Tract from zone R-3 to zone Id-1. Cmn. Castorena moved adop$ion of Ordinance 9007. Seconded by cmn. Sutton. 4 ages. No nays. Cmn. Grober absent. Mot ion carried.

City Att-y. Smith reported that he attended a meeting with representatives of the MetroDolitan Water Authority and San Diego County Water Authority and I&. Perrigo County Auditor and other representatives to determine the assessed valustion of the City of Carlsbad from 1929 to 1952 inclusive. City Attg. Bruce Srr,ith stated
that to reach the assessed valuation of the City of Carlsbad com- pute the assessed valuation on the. secured. property roll of all portions of the Carlsbad Union School District lying without the
City of Carlsbad, then subtract this figure from the total valua- tion of the school district which remainder is the assessed. val- uation of the City of Carlsbad. Xetropolitan 5i'ater Authority and San Diego County Water Authority approved employing an out-
side agency such as Realty Tax Service company to compute the valustion of this area. Bruce Smith stated he has written to Mr. Potter of Realty Tax Serekfce Company asking them to achieve this information for us. Estimnted fee would be approximately
$400. to $600.
Mr. Barter reported that he spoke witk the Contractor regarding the closing of the Agua Gdionda Estuary and stated
that the Contra.ctor denied any responss5bility concerning this mat- ter as he claims no damage has been done and atzted that it will be three or four months before they can eliminate the temporary
fill. Mayor McClellan stated that Mr. Barter should have a con-
ference with the contractor and City Atty. Smith concerning this matter.

Castorena read a proposed Resolution regarding the civil Defense Effort wherein Chief of Police Palkowski is authorized. to organize a fifteen (15) man police reserve unit to augment the regular olice? force and to meet the requirements of the civil Defense Effort. &m. Castoorena mooed the adopticn of this Rasolution. Seconded by

with a two way radio.

Discussion took place if the budget should be adopted or should be left as a tentative budget. It was agreed that since we are newly incorpor- ated and do not know what expenses we will incur to leave budget sub- mitted as a tentative budget,
Nayor %Clellan stated that the County has eleven street signs which were oxdared by the County prior to Incorporation and the charge to set them up, labor and overhead. will be $22.00 for each sign,
Discussion followed. No action was taken at this time.
Proposed letter to the Carlsbad Sanitary District from Mayor

McClellan was read regarding our proposal to the sewer contractor to pay us a certain sum of money in lieu of restoration of streets which. he has damaged by his excavations. Copies of this letter are being sent to I%. J. R. Boodbody, Attorney,- Barber and Breeden Contractors, %. Byrl Phelps, District Engineer and City Attorney Bruce Smith,

(1) The present water level as coxipzred with the water level of last year at this time, and other previous years. (2)
The salt coTtent of the wells in the San his Reg Basin and the other wells. (3) The increased use of water in areas in the upper basin.
Cmn. Castorena reported that the Traffic Ordinance has
been prepared and will be read in full next Council heting,
A discussion took place regarding the speed limit through the C;lty of Carlsbad. Cm. Castorena stated that the Los Angeles Times has published the tremendous rate of accid.ents and deaths that has occurred in San Diego County.
Chief Palkowski will write a letter to E. E. Wallace, San Diego Liistrict Engineer requesting that 8 survey be made of Carls- bad to reduce speed from Terramar Subdivision to city Limit Bound-
ary to 35 miles per hour.
