Barter, CiQ Attorney Smi.t;h, Chief Palkowski. City Clerk Hagen read Financial Statement as of' Deceniber 3, 1952, Discussion follotwd. It was recommendedthat the time that the Public qvorks Officer spends on streets, etc., should, if possible, be billed against the "Special Gas Tax Street Improvement Fund". It was also recommended. that the City Clerk submit the Financial Statement each month showing the balance of the preceding month and collections of the current month and the month under discussion and. the new balance. It was pointed out that at present $1,&0,00 is needed for sal- aPies. The Council stated that they are willing to procure an addi- tional policeman but simply cannot see how they would be able to pay him at present. Therefore, it was decided that an additional policeman would not be hired on December 22, 1952, as previously requested, City Clerk Hagen was asked approximately how many contractors had paid their license fees and it was recommended that the City Clerk be directed to bill those contractors including those in Oceanside who Work in Carlsbad for the last quarter of 1952, The resolution regarding the use of Oceanside jail facilities and communications was approved by the Comcil. as negotiq-ted.. The Esolu- tion was directed by Cmn, Castorena, seconded by Cmn, Ede, All ages, no nays, motion carried, The City Clerk was directed to write to the Highway Engineer,' E. E, Wallace, regarding the blinker at Elm ard Highway 101 as it is costing us money and not serving any purpose. City Attorney Smith discussed the Sanitary District and stated that the County Counsel has stated that Mr. Brown of the Sanitary District tvishes to have the matter taken into court in order to have declaratory relief with the City of Carlsbad, acceptirv the suit as defendent in a friendly suit, The City Attorney conferred with the County Counsel and.dectded to accept suit for declaratory relief regarding the transfer of Sani- tary District functions alld fkds to the City of Carlsbad and author- izing City Attorney to accept service in name of the City, This was moved by Cmn, Ede. Seconded by .Cm. Grober. All ayes, no nays, motion carried, Cm. Grober gave gist of' the meeting with. the contractors re- garding Build.ing inspections which was held at the Oilerst Room at the Twin Inns at 7 P. m- On December 49 1952. He sta-ted that m, Barter 8, answered satisfa.ctorily practically all of the questions that were di- rected to him, Cm, Grober stated that four or five of the contractors came up to him after the meeting and stated that it was a wonderful meestiq and were quite satisfied with the outcorn o All. volunteered' to help in my way they can, The Nayor asked if they were frank and Cm. Grobel? stated they were. Cmn. Castorena stated that; Mr. Barterrs three m'nths' probationary perid was up this date, Decenber 5, 1952, Mr. Barter stated that the job was worth $400,00 per mnth and that he had accepted $300,00 per month to start but, while hs knew tke status of tine treasury, h0 felt that inasmuch as the Council had agreed originally to, an increase at the end of his probationary period that he was entitled to sme increase. He reported that he works from 8:OO a, m. to 5:OO p, m. or later, with 20 minutes out for lunch, He has attended class in San Diego at 6:zO fn the morning on plumbing inspections, He has been quite busy, .X? :3 p "r 4. .>. e a Mayor &Clellan stated he felt that the but-Pding end. of the posi- tion that Mr, Barter holds has the first priority, &'Tr* Barter stated he would take $3SO,OO per month for the next month, December, and. after that $400,00 per month, ad then later amended his statement that he would take $SSO,OO for the next three months, December, January and February and then $400.00 per mnth thereafter. Cmn. Gro'oor moved that a resolution be adopted that for the next; thrke months from December 1, 1952 to February 28, 1953, Mr. Barter re- cefve salary of $350,00 per month, Seconded by Cmn, Ede, All ayes, no nays , motion carried. The letter of Hiss Virginia FJhite published in the barlsbad Journal edition of Dec8mber 4, 1952, was discussed. Cmn, S,tton stated that whatever is best should be done for Carlsbad and discussecjhhe enlakgement of the Water Committee which was to meet Saturday, December 6, 1952. xayor McClellan stated that the whole matter is one of issue and not personality. Cmn. Ede stated there is no council action necessary at present with regard to the letter. The letter is chiefly statement of other outside persons and not members of the Cori?wil, There should be no answer to the letter but facts as best as we can procure them be given publicity. It was recommended to enlarge the Water Board for Suture increased discussions. Cmn. Sutton was asked to discuss the matter with the Water Committee and retun? with her recommendation, The City Clerk recommended that the bill of Carl Ent;enmann & Son in the amount of $117.16 be paid, as the people who furnished the badges and cap pieces for the Reserve Police, as the money has been collected. The above was moved by Cm. Castorena an3 seconded by Cmn. Ede. All - Ayes, motion carried, Thers being no further business to come before the meeting, Cm, Grober moved for adjournment, Seconded by Cm, Sutton. Present were Councilmen Castorena, Sutton, Ede, City Clerk Bagen, Public Works Director Barter, Police Chief Palkowski, and Cit'gT Attorney Smith. Absent , Councilma -Grober. The minutes of the neeting of December Znd, and of the adjoumed meeting Of December Sth, were read, and approved as corrected. City Clerk Ilagen revtewed the notice setting for hearing at 7:30' p. m, the application of Alton A, and Margaret V, Gladden for rozonix from R-2 to R-3 of a portion of Traet 99, and the request of the Planning Commission for rezoning from R-2 to C-1 of a portion of TP~C~ 98, Carlshad Lands, as described in tb advertisement.
