Max Ewald reported on the meetings of the Harbor Committee of No- vember 19th,November .27th, the dinner meeting of December 10th at the Twin Inns, the meeting with Mr. Roloff of the Port of San Diego, and the meeting with BlIr. Noble of. the San Diego Gas & Electric Company. & quoted Mr. Noble as stating that, while their position is that natural; ly they wanted to protect the12 rights as iar'as operation of their plant is concerned, the door was open for negotiations for negotiations for development of a small boat harbor.. Castoreaa and Chase, City officials and citizens regarding changin8 the directional signs on Proposed Ordinance #3008, an urgency ordinance establishing a one- Mayor McClellan reported on his meeting with a .group of Oceanside !28 the Freeway at Oceanside and.$ ar1sbad.- He .stated the joint committee had studied the matter.. and. reached.. a .conclusion on what they wanted to have done, and the City of Oceanside was .considering the matter of pag- - ing for the change of the four signs ... at the north and south entrances at the junction,of 101 and thr freeway, at a cost of $180,00 for the four signs. This was authorized as a temporary measure, and a request was to be made of the Division of ,Highways to re-study the whole sign question. The M8yor btated he had told 'the committee that he could not commit the City to pay a portion @I3 the cost, but did not feel there would be any objection. It was decided to defer the matter until later in the meeting. Mayor McClellan stated that Mr. Taylor of the Oceanside Street De- partment stated that the Division of Highways is going to post the busi- ness $route as a beach route, and that Elm Avenue would have signs indi- cating the beach. Mr. Ewald stated he understood that Elm Avenue in Carlsbad and Cassidy Street and Mission Road in Oceanside would have signs indicating the beaches. Mrs. Fredkin, a signer of the petition askBng that the beach resort- area be indicated by signs at freeway in- would serve the purpose outlined in the petition, and stated she felt ' terchanges, was present and was asked whether she felt such signing it Would0 The proposed re-opening of State Street was discussed. Police Chief Palkowski submitted a sketch on which he had outlined the plan, worked out by I@. Me1 West of the Division of Highways, Col. Hagen, Mr. Barter and himself, consisting of the following: 1. Remove present stop sign at junction of State and 2. Remoim section of the present barricade at the Carlsbad Blvd. junction. 3. Blank out double line for 100 feet and designate left turn lane at that point, by stenoilling pavement. 4. Place stop sign and paint 4" stop bar on pavement of no*thbound lanes of Carlsbad Boulevard, 5. Erect Sign "Stop Aheadn south of "Stop" sign. 6. Eermit no left hand turns from State Street ontb Carlsbad Boulevard, and no right hand turns from Carlsbad Boulevard to State Street. The Cdief stated that this seemed. to be the most economical way to effect the chsnge, and .that the greatest expense in connection with this plan would be in working over the street at the junction. It was decided that @.memorandum should be sent to the City Attorney requesting that he draft an ordinance accomplishing the re-opening of the street, after con- ferring with the Planning Commissiiin, to be submitted to the Council at the next meeting on January 5th. The secretary was requestbd to. ask Mr, Barter to prepare a drawing to scale of the profect. A' letter was read from the Harbor Committee urging the City Council to take immediate steps to negotiate with the San Diego Gas & Electric Company and other owners ,of submerged &ands of the Agua Hedionda Lagoon for operation and control of the dredged~ area, toward the operetion of a small boat harbor in the basin. Cmn. %tton .stated that the Committee discussed the area to be covered, the tern, and whether it should bel'; lease .or restrictive deed, She stated that the main contact would be the Gas'& Electric Company and if they would not deal, probably there would be little use in proceeding further,. but Allan Kelly and Max E- wald, members of the Committee, urged that the matter be pressed even though a deal could not be. made with the San Diego Gas & Electric Com- pang. It was brought out that it was the consbnsus of opinion of the engineers that approximately 90$ of the depasit from the dredging would likely. be lost by tidal action. A copy of letter from the. Parks, Recreation, Beach and Tree Commis- sion -addressed to Mr. Wm. Hengon, .District Superintendent of the Divi- sion of Beaches. and Parks, requesting that .if possible some State emer- gency funds might be allocated immediately to provide means of conserv- ing the material deposited on the Park Beach, Allan Kelly stated he had gained. the impression in conversation with officials of the 'Gas Company that they were not very favorable toward entering $E@O a lease with the c- 2'2 City. Dewey klly, member of the Sportsmants'Club, also spoke in favor of' exploring every possibility of conserving- the deposit on the beach a- rea. After considerable discussion, cmn. Sut.ton moved that the City ne- gotiate with the San Diego Gas. & Electric Company for the lease of the Agua Hedionda submerged lands and the south shoreline, on some mutual- ly agreeable long-term bahfs. Seconded by can. Ede. All ayes, motion carried . It was brought out that several attempts have been made to contact Leo Carrillo on the beach matter, but without sQccess. It was suggested that the Park Commission write both Leo Carrfllo and Guilford Whitney; also that the Commission ask the Carlsbad Mutual Water Company for a lease on the area at the end of Park Avenue where.the storm drain emp- ties. The proposed contract between the-City and Byrl Phelps, engineer, was studied, But action deferred until next meeting on January 5th. A letter from Gallinger Corporation was read, stating that they would be willing to donate '$5000.00 toward extending the sewer lines to Monroe Street via either Chestnut Avenue or Magnolia Avenue. It was :,,-? suggested, during discussion of the matter, that a poll might be taken ...':' of the owners along the route to see if they would favor. the forming .,!,! of a district,. pointing out the fact that it would be an opportunity :r for the owners to save $5000.00. Clellan stated that a Mrs. Donnelly had called his office, statkng' that she would undertake to interview the owners along Chestnut Avenue on the proposition. The City Clerk was asked to explore the possibili- ties of forming a sewer district in tha t area, conferring with the Mayor regarding Mr. Donnelly's offer. Memorandum from the Planning Commission was read, recommending adoption of Ordinance 9031 providing for the placement of billboards and other advertising structures, and the Councilts attention was called to the Fact that some action should be taken to restrict signs in unzoned areas. Deferred to the January 5th meeting for further study, The matter of' sharing the cost of changing the directional signs There being no further business to come before the meeting, Cmn. on the freeway was deferred until the meeting of January 5th.
