MIRUTES OF &IEE!MWG-~OF CARLSBAD CITY COUNCIL
April 20, 1954
Bdeeting called to order at 7:lO P. M. by Mayor McClellan, Present besides the Mayor were Councilmen Castorena, Ede, Chase, City Clerk Ha- gen, Public Works Director Anthony, City Attorney Smith, Absent, Coun- cilman Sutton .and Police Chief Palkowski .
Cmn. Ede moved that the minutes of the meeting of March 16th and of the adjourned meeting of March 18th be approved, and that reading of the minutes of the meeting of. April 6th be waived. Seconded by Cmn. Castor- ma. All ayes, motion carried.
First order of business was the canvassfng of returns of the munici- pal election of April 13, 1954. City Clerk Hagen opened and read the Tal- ly Lists of the 10 precincts, showing total number of votes as per at- tached c'opy of Resolution #l09. The absentee ballots were counted and thc City Clerk announced that 43 absentee bal2ots had been returned, making a to$&1 of 154.8 votes cast. One ballot was found to be ineligible, due t.0 the fact that the envelope was unsigned. Cmn., Chase and Cmn, '%de act- ed as clerks to tally the absentee ballots, with final results as set out ,in the attached copy of Resolution #109.
City Clerk Hagen read proposed Resolution #lo9 decilaring results of the municipal election of April 13th. Cmn, Ede moved %he adoption of proposed Resolution #lo9 as read, declaring Cmn, Castorena and Cmn. Mc- Clellah, receiving the highest number of votes, to be elected to the four- gear terms, and Cmn. Ede, Heleton and Sutton to be elected to the two- year terms. Seconded by Castorena. Four ayes, no nays, Cmn. Sutton ab- sent, Resolution adopted.
There being no further business to come before .the Council, Cmn. Chase moved 'for adjournment, seconded by Cmn, Castorena. All ayes, mo- tion carried, meeting adjourned at 8:kO P. X,

RESOLUTION
#lo9 DECLARING THE RESmS OF TEE BIUHICIPAL ELECTION EELD IN 'THE CITY OF CARLSBAD- ON APRIL 13TH, 1954, AND DECUBING FACTS NLATIVE TO SAID ELECTION.
WITERAS, pursuant to the provisions and *requirements of Chapter 11, of Part I1 of Division 11 of the Elections Code of the State of, California, a Gensral Municipal Election was held on the 13th day of April, 1954; in the City of Carlsbad, State of California; and
at its usual place of meeting on.Tuesday, April 20th, 1954, being the first Tuesday after the election, and canvassed the return of said election;

NOW THEREFORE, IT IS RESOLVED, DETERBAINED, AND DECLARED That the foregoing statement of facts is true and correct, that all proceedings required by Chapte$I of Part I1 of Division 11 of the Elections Code of the State of California have been had and held in the.manner and form required by law, and that the results of said election of April 13th, 1954, according to the canvass of the City Council of the City of Carlsbad are as

ACCORDINGLY, IT IS ORDERED AND DECLARED that the majority of the votes cast at said election is for the refection of the proposition, "Shall the Cfty Clerk be Appointive?",
IT IS FURTHER ORDEIZED AND DECLARED that the candidates 2aymond C. Ede, C. R. Helton, and R0bert.M.. Sutton, received the next highest number of votes:-for members of the City Council, and accord- ingly shall serve a 2-year term as members ,of the Cfty Council of the City of Carlsbad, California.
IT IS FURTHER ORDERED AND DECLARED that the candidates Manuel M, Castorena and C. D. McClellan are the two candidates who re- ceived the highest number of votes for City Council members, and accordingly shall serve a 4-year term on. the City Col;ncil of the City of Carlsbad, California .
IT IS FURTHER ORDERED AND .DZCLARZD that candidate Max 0. Evuald recreived 'the highest number of votes for the City Clerk, and accordingly shall serve a 4-year term as City Clerk of the City of Carlsbad, California ,
IT IS I?URT€IER ORDERED AND DECLARED that the candidate W, Roy Pace received the highest number of votes for the City Treasurer, and accordingly shall serve a 4-gear term as City Treas- urer, of the City of Carlsbad, California,
IT IS FURTF?ER.ORDERED that the City Clerk shall forthwith issue certificates of election to the successful candidates named above, and that the City Clerk shall further administer to each person elected the oath of office prescribed by the State Constitution.

HINUTES OF MEETING OF CARLSBAD crTy COUNCIL
April 20, 1954.
Before opening of' the meeting, the oath of office was administered by retiring City Clerk Edward G. Hagen to Councllmen-elect Manuel Cas- torena, RajTmond C, Ede, C. Do McClellan, Claud R. Relton, and Robert Id. Sutton, City Treasurer W. Roy Pace and City Clerk Max 0. Ewald.
City Clerk Ewald called the meeting- to order at 8:50 P. M. . Pre- sent were all Coucilmen, City Clerk Ewald and City Attorney Smith. Fa- ther Anthony Kaspar offered a short but very appropriate prayer t~ ope n the first meeting of' the new Council.
The first order of business was election of a Mayor. Cmn. Ede placed the name of C. D, McClellan in nomination for Nayor of the City
