city Clerk Ewald reported that 8 lot of work .had been done by &-'. Ea Ridley of Ooeanside with the Oceanside- Chamber of Commerc'e and the Ooeanside City Council to secure their support of the site approved by the CAA for a Northern County Airport, and that the proposal will o before the Northern County Chambers of Cornmeroe next Tuesday night. Re also reported that the CAA is taking action to withdraw the airline franchise from this area. After disoussion, Cm, Ede moved the adop- tion of a resolueion, to be drawn by the City Attorney asking the retention of the Bonanza Airline Franchise. Seconded by Cmn. Casto- hna. All ayes, motion carried.

Meeting oalled to order at 6t20 P.M. by Bayor MoClellan, Present besides the Mayor were Cm. Ede, Castorena, Helton, Sutton, and City Attorney Bruce SmitK.
Second reading was given proposed Ordlnance #5020, and ordinance of necessity ad intention to create Carlabad Sewer Ditrict #2. The district was outlined on the map by Mayor McClellan, who explained that a map of Carlsbad Estates showing the lots bo be inoluded would

The Counoil considered the recommendation of the parks, Recrea- tion, Beach and Tree Commission as to 8 master plan for parks and beach aoquisition, to be included in the County Master Plan. It was Noted that the Harbor Commission bad recommended two revisions of the proposed plan. It was decided to return the file to the planning comission for their further advice',

Meeting called 'to order at 7~15 P. K. by Mayor McClellan. Present besides the Mayor were Cmn-. Ede, Castorena, Helton, Sutton,
City Clerk Ewald, Public Works Director Anthony, City Attorney Smith,
1 (8:55 P. X.) and Police Chief Palkowski.
Reading of the minutes was deferred until later in the meeting.
The City Clerk read the following correspondence:
Proxy card from Carlsbad Mutual Water' Company. Cmn. Ede moved
that the Council authorize the execution and mailing of the proxy carid. Seconded by Cmn. Helton. * All ayes, motion carried.
Letter from Carlsbad Union Elementary School District request-
ing that the City make an eng,ineering survey of the cost of installing
a sewer* ,line to serve the proposed high school and proposed Valley
grammar school. The Mayor explained that the elementary district is
considering a site and feels that ,if. it were possible to act quickly,
the elementary and high schools could join with the Gallinger Cor- poration in the cost of the sewer line. After discussion, Cmn. Ede moved that the City Engineer be authorized to proceed with a survey on a sewer line to serve both the proposed high school and the Valley elementary school. Seconded by Cmn. Helton. All ayes, motion
carried. -.
Letter from the Division of Highways dated February 24th regard=
ing quarterly payment of gas tax. The Clerk stated he had received
the January quarterly payment.
Letter.from Baggs, Norman Q Ulrich offering color photography
service on sewer lines. Referred to the Director OF Public Works.
Letter from the Shcreline Planning Association, enclosing copy
of letter.to all legislgtors opposing diversion of oil royalty monies
to the General Fund. The Clerk was instructed to send them a copy of
Resolution #156 covering this subject.
'Letter from the Board of Fire Underwriters enclosing Fire Pro-
tection Report on the City of Carlsbad. The Mayor stated he feels
the City is in line for a better rating.
Letter from Allan 0. Kelly protesting the business license or-
dinance as-regards drilling of oil wells as being very restrictive,
and proposing that this section be reviewed. Mr. Kelly was present
and stated that the City of Oceanside had had a similar problem and
had suspended that portion of their ordinance as being too restric-
tive. Deferred until later in the meeting.
The City Clerk read Notice of Public Hearing on the application
of H. F. Heidegger, et al, for reclassification from R-2 to R-3 of all of Block A, Palisades, except that portion presently zoned R-3.
' The recommendation of the Planning' Commission was reviewed. A letter
of protest was read, signed by Harrie M. Gibson and Hattie Gibson, John and Lucille Snyder, and Mrs. Margaret Bolles, all propecty own- ers in the area; also a letter signed by Harrie M. Gibson suggesting that the reclassification was being considered as a means of legaliz- ing a present non-conforming use and violation of zoning on the
