Ledgerwood moved that Ordinance? #go73 be adopt- ed. Seconded by Cmn. Helton. Fottr ayes, no nays, Cnn, Baird absent, Ordinance adopted. Title and number of proposed Ordinance #3027 changing speed limits on Carlsbad Boulevard was read, Mr. Nelson explained that the Police . Chief felt the ordinance should be adopted as an urgency ordinance, in view of the,imminence of the tourist and racing seasons. After discus- sion, Cmn. Robinson moved .the adoption of proposed Ordinance #3027 as an urgency ordinance. Seconded by Cmn, Ledgerwood. Four ayes, no nays, Cmn. Baird absent, Ordinance adopted. Mr. Nelson read titlv and number of proposed Ordinance #7020-h, provid- ing for refunding contract $0 subdividers for off-site sewer and elim- inating provision for resolution to authorize plans for sewer extension. Cmn. Ledgerwood moved that this constitute first reading of proposed Ordinance #7020-A. Seconded by Cmn. Helton. All ayes, motion carried. The City Manager announced the annual conference of the League of Cali- fornia Cities in San Francisco on September 22-25, and urged that re- servations- be turned in as soon as possible. I ,. !. Cmn. Robinson moved authorization of payment of bills= from June 4-18 in the amount of $3056.75, as certified by the City Manager and approved by the Auditing Committee. Seconded by Cmn. Helton. All ayes, motion carried, Cmn, Robinson moved ratification of the payroll f9r the*first half of June, in the amount of $5,852.06, as certified by the Director of Finance and approved by the Auditing Committee. Seconded by Cmn, Helton. All ayes, motion carried. It was agreed to hold an adjourned meeting to discuss the proposed 1957- 58 budget. .By common consent the meeting was adjourned at 10:55 P. M. by Mayor Castorena. Present be- sides the Mayor were Councilmen Robinson, Ledgerwood, Helton; City Man- ager Nelson, City En&ineer..Kubota, City Attorney Smith, Director of Fi- nance Scholink, Police Chief Palkowski, Fire Chiqf Hardin, Absent, Councilman Baird. - The proposed 1957-58 budget was discussed item by item, REVSNUES. The City Manager gave a brief summary of final figures for the fiscal year 1956-57, stating that the balance came out favorably, due principally to a $9000.00 ov5rage on Business ticenss Fees. He com- mented that the Fines and Forfeitures item is ri$ing, and that an in- crease in ABC revenues is anticipated in view of the opening of the Buy and Save Market; also that the Sales and Use: Tax receipts receipts have been increased to $40,000.00 (State estimate, $36,000) in anticipation of the Buy and Save business. Xe pointed out that definite figures on the tax valuation will not be available until the first Monday in August, and suggested that the Capital Outlay and Contingency items be deferred until that time so that any necessary adjustments may be made on those items. After discussion, the Council approved the Revenue items . ADMINISTRATION. Mr. Pklson explainad changes in- the Administrative De- partment; (1) inclusion of the City Clerkas salary of $1800,C0 (charged to Planning last yeor) and (2) hiring of a Deputy City Clerk to take Council and Planning Comnission minutes, keep files, and hanc?le the City Attorney's work, A brief discussion was held 011 the subject of issuing marriage licenses at the City Iiall and Mr. Ewald was instructed to pur- sue his farmer ifiquiry mada.some months ago re: providing this seyvice, The Council approved the Administratien budget. - au PUBLIC WORKS. There was considerable discussion on the question of street improvement, members stating they had received numerous com- plaints from citizens re: condition of the streets. Mr. Nelson stated it was contemplated bringing all roads up to minimum County standards and major streets to permanent standards as fast as possible, making the, comparison that it costs half as much. to construct a street to County standards and it lasts one-fifth as long as permanent construc- tion, Councilmen were given copies of a suggested policy re: construct- ing streets to, permanent basis by means of an assessment proceedings, with gas tax funds to be used on major and secondary streets. The City attorney mentioned the possibility of a gigantic 1911 Improvement Act proceedings to reconstruct all City.streets, and it was felt that more public education as to street construction and maintenance problems is needed. €mn. Robinson questioned the additional $2,000.00 street light item, reprqsenting proposed new installations, and some discussion fol- lowed. Equipment items of one 3-5-ton roller and two dump trucks were approved , POLICE DGPAKTMENT. Mr. Nelson explained that the Police 'budget contem- plates the addition of one secretary, to relieve a patrolman of desk duty, and replacement of one police unit each in July, 1957, August, 1957, January, 1958, and February, 1958. Approved as submitted. FIR3 DEPARTMENT. No additional personnel was requested, and the budget was approved as presented. CITY ATTORNEY. Approved as presented. The City Attorney was excused at 8:25 P. M. 0, PARKS & RECREATION. Approved as submitted. PLANNING COhiMISSION. Cmn. Robinson asked if there were any indication as to how long it would be necessary to keep the Planning Consultants on monthly retainer. Mr. Nelson stated it was felt this service could be discontinued as soon as the City can have a professionally trained person to advise and guide the Planning Commission on its various prob- lems. The budget was approved as submitted. LIBRARY. The Council considered the Library's request for an additional $4OOO.OO for books, and it was agreed to try to work out this item. XARBOR COMMISSIOJ. Approved as submitted. CIVIL DEFENSE. Approved as presented. . ' PUBLIC SEKVICE JChamber of Commercel. Mr. Nelson stated that the new Board of Directors had encountered some problems as to. allocations and commitments and would like to increase their request to $Z;OG.OO. Dis- cussion was deferred until arrival of the Chamber representatiCe, SALARIES. Mr. Nelson recommended Q 5% over-all pay increase for all employees, effective July 1, 1957, to be accomplished by raising all classifications one rate, which would result in a total salary item of approximately $200,000.00. During discussion, Cmn. Robinson brought out that the cost of living has increased 4.83% during the past year, Po- lice Chief Palkowski presented figures indicating that his present sal- ary is the lowest of any Police Chief in San Diego Coun.ty, and request- ed consideration of a 10% increase;. Fir.e Chief Hardin, on Rate l7-C, stated the Fire Chief should be on Rate.20 to bring the salary more in line with others in the County. After a 15-minute recess, the Council was reconvened at 9:30 P, El, Glenn Feisty outgoing president of the Chamber of,Commerce, supporting a request of the Chamber for an increase to $2500.00 in the budget;, stated that due to the fact that the new Board of Directors of the Chamber has not had time to study and confirm certain projects and pol- icies of the old Board, no definite itemized outline can bo submitted at this time to justify the requested increase, but that one will be forthcoming at an early date. After some discussion, it was agreed that the $1500.00 item as originally proposed. will be approved, with the understanding that if the increase of $1000.00 can be justified, a further allocation from the Contingency Fund will be. cmsidered. Nayor Castorena commented, during further discussion on the Salaries. item, that at the Mayors' meeting it was voted that all Mayors and City Managers would sit in on a discussion of a Uniform Wage Rate throughout rtl the County, to be held Monday, July 15th. It was agreed that any additional pay increase. of Department Heads should cover th; Police and Fire Chiefs, City Engineer, City Manager, Public Works Director, and City Librarian, so as not to distort the salary plan -and relationships. .~ Cmn. Robinson moved that the salaries of the six department heads be increased lo$, and all other employees receive a 5% increase, effective July 1, 1957, in addition to any step increases due at that time; that the Street' Lights item in the Public Works budget be reduced $2000.00, and the Library budget increased $2,000.00; that subject to these changes, the entire 1957-58 budget,with the exception of the Capital Outlay item, be approved. Nelson commented that a legal advertisement covering a proposed an- nexation to Oceanside'was plotted on the map and it was found that a .portion of the land lies within the Carlsbad Municipal Water District boundaries; and a further check was being made. M. by Mayor Castorena.. Present besides the Mayor were Councilmen Robinson, Helton, Ledgerwood; City Manager Nelson, City Attorney Smith, City Engineer Kubota. Absent, Councilman Baird-. WRITTEN CORRESPONDENCE: A copy of a letter from the. Carlsbad Municipal I Water District to Von Herzen a Laidig regarding the application of the Terramar Water Company for a certificate of public convenience and necessity was read and discussed. The Council asked that the City Man- age write to the Carlsbad Municipal. Water District and suggest that at such tims.as a map of the service area proposed by the Terramar Water Company is received by their office that this information be made avail- able to the City. - A letter from the Carlsbad Municipal Water District addre,ssed to the City was read, requesting that a name be submitted. t,o.serve.-on. a com- mittee representing Improvement District No. 1. After discussion, Cmn. Robinson suggested that a letter be directed to the District to clarify the duties and functions of the committee. A letter from the San Diego Chamber of Commerce addressed to the Mayor and City Council was also read, regqrding laying out of, new census .tracts for 1958. After .discussion, Cmn. Robin'son moved that the City Council officially endorse the completion of the tracting of the entire County. Cmn. Ledgerwood seconded the motion. Fair addresse'd to the- City Council requesting interim zoning of property to'be annexed to the City for a Deluxe Trailer Park. was read. The City Attorney suggested that the matter be referred to the Planning Commission to see if they intend to make zon- ing studies of that area. Mr. Fair submitted the plans to the Council -for their inspection. Mr. Fair stated that he believed the area is sufficiently isolated so that there would be no objections from any residential areas.
