It was the : ! concensus o€ the Board that it was very important to have i I ' 1~ :::;~ i' the money to go ahead with the engineering of the project. : :lbll : The figure of 9 months was given at which time it is con- i 1::;~ i tempfated that all of the engineering would be completed. : i Mr. Berry, County Counsel, indicated that there was a i : section of the Sanitation .District Act that does allow the i 1:G :lal I district to borrow from the County, which would be paid : :ii:~ t back to the County. He has asked for an opinion on this i I:$ i and also he is going to ask the Attorney General for an ; ;:::I ,I4Il : opinion on the constitutionality of this section of the act. i pv ;j i Mr. Berry also came up with an idea that since Carlsbad ; : : 11 : had passed their bond issue could some of the bonds be : ,I :'I ;::i~ i sold and this money be used €or the engineering costs, ani l:;d t the district would give sufficient safe-guards to the City of 1 :lIa' $4 i Carlsbad as to the repayment of Vista's share of the I ;::4 f engineering costs. * I;;! 1 + I I;:' i The City Manager advised the Council in regards to the ! The Council i ::::j i was informed that due to thdrain an emergency has arisen: ;:::d I : whereby some immediate construction work is necessary i ::::i i on this ditch. The City Engineer stated there is a high : ;!::I : pressure gas line that serves all the coast that is in I I:? I ';;I! i danger due to the bank eroding, I all*: I :81:1 I I I:;#: i Discussion was given as to various plans for remedying i ::;:i i this situation. The area needing immediate attention is : : between Tamarack Avenue and Chinquapin Avenue, Cost i i estimates were presented for laid-in-place piping, cement: : lined pipe and guniting. The Engineer also mentioned the i ;I;1* i use of cribbing the worst area along the ditch. I I :;':: fl:;* i After considerable discussion it was agreed that cement i ::::I : lined pipe should be used for this section and the estimate4 ,Ib#! i cost given by the Engineer was approximately $18,500. : ::;I! 0'1: i The City Manager announced that it was 7: 30 P. He felt the position and duties of the City Clerk and I 1::: i City Treasurer should be spelled out in order to clarify : i::; : the position for anyone wishing to file nomination papers i 1::: i for the coming election. :;;I I 1 ::I: 11 ::;; i Some of the members of the Council did not feel the city I !:;I i was ready for a professional planner. 1 I:;; 1 :;:I !
