Estes, I 129 Tamarack A venue, stating their i general objections were based on three reasons: (1) No i : extreme widening program is needed to handle the traffic i I using Tamarack Ave. ; (2) Extension of Tamarack will : : make it a speedway and greatly increase usage from the i i back country; (3) There are scores of almost impassable i : streets in Carlsbad and there is no surplus money avail- ; i able for this type of work, and suggested the City con- : centrate upon repairing the present streets. Also they I i had a specific protest to register in the matter of taking I :a proposed eight feet or more from the south side of 4 I i Tamarack between rlighland and Adams. It is their feeling': :this is grossly unfair and a violztion of their legal and ; i moral rights. I I i Mi3S. FWNK DONASUE, 1195 Tamarack Ave., stated I i she lived next door to Mr. and Mrs. Estes and everythingi ; they said was true. In six houses there are 21 children. ; : %e have neighbors who do not watch their children. She : i drives her children back and forth to school because ther4 i are no sidewalks and the cars speed down this street. %?$ : do not have any Police protection. Also she would like ; i to know why they should take the extra 8' that is needed i : from one side of the street? I I i Mrt, CLINT PEDLEY stated he and his brother own i approximately 180 feet on Tamarack Avc. They have livep : in Carlsbad for 25 years. Four subdivisions have been : i allowed to be constructed on Tamarack Ave. The City i ; knew the street had to be widened, they should have in- : i formed the Planning Commission and the Council. The i : City is proposing a major street for Tamarack west of : i Carfsbad Blvd. If you take the present curb and put in a i : major street you will go right through a lot of houses. I I I Nhen someone dream up these ideas someone should go I i out and look the area over. He asked wh.y Mr. Estes was ; i allowed a permit to build his house if this street was going ': to be widened? Also why were subdivisions allowed both : i on the east side and west side of the street. I I i The Council requested the City Ehgineer to answer some I i of the qrrestions, The City Engineer stated he would like : ; to call upon the Assistant Engineer as most of these sub- i : divisions were allowed prior to his employment with the i i city. 4 I i M&, C. i~, THORNTON, Assistant Engineer, stated at i i the time the subdivisions on Tamarack Ave. were present! : ed we had no precise plan adopted by the Council. At the time Mr. Estes came in for his building I ; permit, he was informed fiat the City would recpire 12' ! i from each property owner'on each side of Tamarack. ; I Mr. Pedley further stated they would lose approximately i i 20 plants. He certainly does not think the street needs : i widening and he would fight any monies being put in the I : budget to widen Tamarack Avenue. : Mr. aatkbun, City Engineer, informed the Council that I ! up to date the City has had no precise plan. You cannot ; i restrict the placement of improvements or buildings on I ; the street unless you have a precise plan. The Master ; i Street Plan was set up showing Tamarack Avenue as havinb i a 84* street width. Several months ago the Engineering : ; Department was instructed by the City Council to study i i a route for Tamarack Avenue. They proposed one route : ; which was turned down by the pro2erty owners. A stv.dy i i was again made and this route and suggested amendments i ; was presented to the Planning Commission. The reason i ; it was suggested that the ad.ditioilal 8' be tc??cen from the ! I south side of the street is that it wodd be less costly and i : the greatest improvement has been made on the north side: I of the street. It is their thinking the property owners I $ I would be justly compensated because of the additional i ; width. She lived in Eos Angeles and saw what the Freewayk i did to spoil the town, Part of the charm of Carlsbad is I i the way the streets are laid out. I i 'The Mayor declared the public hearing closed at 8:05 P. % i Discussion was given as to the additional width being take4 I from one side of the street. The City Manager pointed : i out that the matter before the Cctrncil was to establish a I : width for Tamarack Avenue, the route desired and whetheb i it is to be a major street or a secondary street. i Cmn.
