M. I I I The regular meeting reconvened at 8: 10 P. M. ! Mayor Guevara announced the Council discussed a change { i in personnel, however, it was decided against. i Page 21 - Civil Defense. Cmn. Hughes stated that a : short time ago we received back approximately $700.00 i 1 of the $1403.00 allocated for rnem3erships. This mem- i : bership allows the city to purchase materials and equip- ; i ment under surplus. In going through the city it is : very noticeable the amount of equipment that has been i i purchased through this surplus. I The City Manager also pointed out he receives consider- i : able help from these people. They help with all the forms: i etc, Vi e have purchased several pieces of equipment ! through surplus. This is why $3,0il0.00 is placed under i I Capital Cutlay. Hughes stated he i ;:::I i would again like to recommend an additional patrolman i : €or the Police Department, I !::a; .'I :::;; ':::i I I I I I ;Iii : Be pointed out that additional help will be neeiied for 'the i i annexations that are taking place, patrolling the lagoon ; i and due to the increase in population. He did not feel he : : was asking for anything unreasonable. I I i Cmn. Neiswender stated the City of Gceanside patrols i J the Freeway and receives a considerable revenue from : : forfeitures and fines. b I I 1 I 1 l a 1 ;i;i ,;'c :; Iiii i;:: :I!! :;;: 1::: :::; :I1* 1::: 11 !I:! B : Cmn. Neiswender was informed that previously the city i i did patrol the freeway within the city limits. Ffowever, : : the city now receives 66% of the forfeitures and fines by i i not patrolling the freeway, and if the city did patrol the I : freeway the city would receive 70%. i Cmn. Bughes also pointed out it takes one man nine month; ; of the year to fill in for vacations. This year there were i i several people sick during the year which took additional ; I i::: ; time. i After further discussion Cmn. Hughes moved that an i McPherson I t : :z I additional patrolman be added to the Folice Department. Bughes stated he would like to request that the men i I receive pay for the hours they work overtime. Inquiry was made as to whether any I ;;I i of the reserve monies in the Uater Department could be : !!;:I I transferred to General Fund. I i:::: ::i:i i The Finance Director stated this money could not be tradl- :i:l: :;:!; i ferred. This money is kept in reserve to pay off the bondis. : This is why a separate set of books has to be kept for the i ::I:' 11 I:::: i Rater Department. I 1:::: :;'I: i The Council also inquired as to what portion of the Finan& i:p1 I:: : Director's salary was paid &XBZB I% ater Department funds; ii::: 11' t t ii::: : The Council was informed that approximately 50% of his i ;::a: i time is spent in the Water Department. However, some I ;;;:: ; of the Vc ater Department employees work on other city : I/:' ::::i i work, and it was felt that the work averaged out about I ::::: : even, I 4 ::I!; I ::, 1 i Page 15 - Karbor. Cmn. dughes asked if the Council i :I;:: i would consider a life guard and patrolman down at the i :a:;; I;+: I lagoon. I 4111: I * t ::::; : Cmn. McPherson stated he could see no need for extra i ::;I( i help at the lagoon at the present time. 1 I ;i+; t I ;!::: I Cmn. Neiswender stated we have possibly five months of i 11' $1:: i activity at the lagoon. He would certainly like to see f I ti::; i some revenue coming in from a use permit on the lagoon. i ::;:I : It is his belief that this revenue could pay for an extra : :::; ::;: i man at the lagoon.
