The ordinance states there must be an exceptional condi- : tion if the improvements are to be waived. He could not i recommend that the improvements be waived on the basis: that it would be impracticle. I

i Report on Fire Truck accident. The City Manager pre- i : sented each member of the Council with a police report ; ! of the accident. It appears that it was caused by a i mechanical failure of some type. The truck has been ! ; taken to Los Angeles for repairs.
! 660 Loan. Approximately $103,000 has been approved. i ; -These funds will be used for the portion of the sewer line : : that will run along the Agua Hedionda Lagoon. It is an- i I ticipated that bids will be called for sometime in March : : of 1964. This is ahead of the schedule for the main sewe4 i project.
; Street li hts. There have been requests for additional : : street lg ts; however, we are trying to take care of the i ; intersections first. The San Diego Gas & Electric Co. i : is making a study of the needs here in Carlsbad. Re hav4 i been adding fourteen lights per year.
