In studying this area it is not i ::,:I : felt that the highestt type R-1 development should be i placed on this property due to the fact the high school is I : across the street. On two different occasions the Plan- ; i ning Commission voted to recommend that approval be i I::! : given to the proposed reclassification. The people who ; i:;:; i have voiced their objections do not live in the immediate i ;: 1;::; 11 i area, however, they do pass by it. One of the Planning Commissionets 1:::: i pointed out this was a transition zoning, At the hearing : I!::: p':: : before the Planning Commission Mr. Parker stated he i ,:p: i would build one unit and then when that was sold he would i ;nl;l *:::I ; continue building units as they are sold. It was his feel- ; :&@ti ;::'I i ing this might result in the same situation that exists witK ;:;it ; the apartments on Monroe Street. They have never been I !:I:: i fully occupied. I I ;:::; t I ,11:1 ; Mr. Patterson, attorney €or the applicant, stated that if 1 i;:;: { Mr. Johnson counted husband and wife as one property i ,I:*, : owner there would be 50% less. There are some who no ; :::;: { doubt feel this would hurt their property. He is sure that! {:::; : when the R-3L ordinance was adopted it was the Councii*s: :!!:; i feeling the R-l areas would be protected. In their opinio4 i:;:; : the 8-3L zoning is the heghest and best use of the properw. I' I* i MR. EDWARD McCANN, 3485 Charter Oak Drive, stated :hii : he felt the highest and best use of the land should be con- i '::I;: i sidered, There have been unsold houses to the west of : ;:I:; : this property, and they have been built for over two year4. ;:;:: i The city is certainly not going to gain anything by vacant ; $1 /I;: ; property. Multiple dwelling is going to have to be recog-: ;::;i i nized if we are going to grow. :::,; I ::::; #::*I i MR. RSCHAfiD GEYER, 755 Elm Avenue, stated this i ~k,:, ii::: : density of housing will certainly create a greater traffic i '::::; '1: i hazard to the children going to school. "'I: t I I :::I' I ;:;:: i The City Planner pointed out to the Council this R-3L : ;:;:: : zoning was adopted last September. This zoning makes if ;:;:: I compatible with R-1 zoning. It requires off-street parkin& ;::;I : The R-3L zoning only allows single family duplex, triplex ;::** ;:i:i i and quadplex. I t ::;:: I llk;; I Cmn. Bierce stated in his opinion the modern concept of i .I:;;; ; Garden Apartments is the corning thing for Carlsbad. He: 4::: i would like to point out that Tamarack is going through to i ::;I: : Park Drive, which will take the traffic load off from i Chestnut Avenue. We have a low tax rate in Carlsbad, i ;I: ':I:; ; and we cannot turn down development such as this if we * 1:;:: ::;i: i intend to keep the tax rate down.
