:was representing owners of a large percentage of t
jthe apartment house and rental units, They re- i
:quested this :meeting to discuss the ordinances i
Ithat were recently adopted, Their prior knowledg4
;of the ordinance was lacking and they did not fee$
ithey had had an opportunity to discuss this with i i the council o
:Mr. Cheadhe gave coinparison of the old and new i
jrates for business licenses and water rates, He i
:pointed out the vacancy factor was great here in i i CarlsbaC?. In San Diego it is running 13 1/2"/c and i
!here in Carlsbad it is even greater. As to the i
:extra charge on the water in many cases the tax I i exceeds the amount of the product, They would ; i like to know the basis in which the rates were i 1 i computed o

!MR. RONALD BROWARD, 1x96 Larkspur, stated he was i
ibuilding 40 units, He checked with Oceanside and!
ithey charge $2.00 per unit per year. In his
:opinion $2.00 per unit is very small and it was i
!his feeling that most people do not realize the i
IpriviLege or the services offered here in Carlsba4,
j FIRS, ROBERTA TRUSS, stated she was the owner of i
ithe Bird of Paradise Apartments. She owned a i $7,000,00 piece of property and borrowed $200,000 io0
!to build these apartments, Her taxes were not i
!paid last year. It was her belie€ that everyone:
:wanted to pay their fair share, however, due to i
:the vacancy factor she has met with adversity. IIer
!top price for her apartments is $125.00 per monthi I and her single apartments rent for $115.00 per i

inesses were not paying their fain: share.
