MATHEW JARVIE, stated he would like to ask : i the following questions: 1 I 1 f f (I) What is being done on the Hoover Street ex- 1 ! tension? He has been an advocator of this pro- i ! ject for years. I a i (2) What about the park on the property Mr. Eckei ! offered to the City if the City would pay the 0 l i taxes on the property? I Crnn. Neiswender stated he did not think the ex- i : tension of Hoover Street was dead, however, he : i did not feel it was paramount but should still be! ! considered. As to the park on the Ecke property,: : when final negotiations were being made some of ; E the parties did not want to go ahead with the I project in accordance with Mr. Eckels offer. 3 (3) In regard to the racing events on the i lagoon, he agrees with Mr. Allred as to the noise!, ; however, we cannot stop progress. ARTHUR WESSON, 3700 Jefferson Street, stated i :a new street was put in in front of his house, i and they are how widening Magnolia Avenue. There i :is a problem of speeding with both traffic from i !the west and east. The Engineering Department reported bid i [ proposals were received on September 15, 1966, P 1 :for the Knowles Avenue Sewer project, and one bid I i was received from Carlsbad Pipeline, Inc., Carls- ; :bad, California, in the amount of $5,041.90. 1 i The bid has been checked and it was their recom- i :mendation that the bid be accepted .and the con- I i tract awarded to 'Carlsbad Pipeline, lnc. * I i3y motion of the Council the bid of .CarIsbad ! :Northing :Pipeline, Inc. was accepted and the contract jNeiswender !awarded to said firm in the amount of $5,041.90. :Atkinson t I a I I & I 4 iDunne 1 t a e 8 i (b) Elm Avenue right-of-way sales agreement - :Mr. Fuller. This amount: :is in excess of the appraisal, which was made a : :year ago. The staff rec.ommends that the offer be i :accepted due to the fact that prices have increas-i ied since the appraisal was made. * I i The Council inquired as to how many other parcels i : the City needs to acquire, and the City Attorney I i reported there are four other parcels to acquire ! ! for right-of-way purposes from Elmwood Avenue to ; i Valley Street. Mayor: !Atkinson proclaimed the week of October 3, 1966 ; ; through October 7, 1966 as Parent Teachers Associ: Iation Membership Week, and urged the support of I : all citizens in the membership drive. I :Report on speed limit signs in the City of. Carls-i :bad. As a result of Councilman'Worthing's re- ; :quest that study he made of the speed limit signs! !posted in the City of Carlsbad, the Engineering ; :Department presented a report dated September 8 I i 19, 7966, designated "Proposed posting of Speed ! i Zones", stating that a survey of other agencies i : revealed that the majority favor a minimum of * I : posting, due to the initial cost of posting and i I maintenance after posting. I I Cmn. Worthing thanked the Engineering Department : i and stated he would time to study the report. i The City Manager pointed out that items 1 thru 6 i : are the paramount items. Discussion was given! : a memorandum from the City Manager concerning the: i practice and theory of charging organizations for: :additional police protection. Attached to the I {memorandum was a survey of other police agencies : P relative to policing special events. e 6 1 8 m 0 : The City Manager informed the Council this survey :was conducted due to inquiries from citizens to I the Chief of Police. :Cmn. Worthing stated he and Cmn. I 8 : By motion of the Council the City Manager was i Worthing g authorized and directed to execute the Notice of : Neiswende~ i Completion for Las Flores Drive. I Atkinson b : Dunne i L is needed for the City Manager to execute the 1 6 4 t s I b I e l : Audit of State Retirement System Records. The : I State Retirement System has a requirement that i : every four years an audit must be made of the i i City records. This is required of all entities ; j under the retirement system. The State has rec- i i ommended that one firm be employed to audit all i r the entities' records, and the cost will be : $232.00 to the City, which is very reasonable. Worthing asked if there were other houses i : to be sold, and he was informed that possibly a : i portion of the Zahler property. Neiswend b jRoudebush property. k ! : Atki nson i Dunne I 4 !The Lutheran Home, Carlsbad by the Sea, are in the! :process of requesting a grant to operate a com- : lmunity project under the "Older Americans Act" /(Title 111). This grant will allow them to make I !a1 terations and renovate certain portions of their: :building, pay for certain supplies and pay for i ' . jpart of the salaries to instructors in classes I 8 :such as painting, ceramics, sewi,ng, etc. The . i !project will be open to the older residents of 0 P i :the City. I a 9 d t I e * * !In order to receive this grant a public fiscal !agency must act as intermediary between the State : jof California and Carlsbad by the Sea. They have ! ;requested that the City of Carlsbad act as public ; :fiscal agency for this project. There will be no i !cost involved to the City. e \Cmn. Neiswender stated he investigated this matte4 iportions of their building in order to teach crafti :work to the older citizens. These classes will : :be available to all older citizens in the area. i :Personnel -will be hired to teach the crafts. 1 !
