R. i o . . :Thornton, Assistant City Engineer, presented a i :map of this property and stated that the final :map complies with the tentative subdivision map i jwhich was approved. He explained that the City : : will solve a water system problem by having a tied :line from Chestnut Avenue through Ocean View s i Estates to Seacrest Estates; and that an off-site i !easement for drainage to Donna Drive will be * L :required. Mr. Thornton recommended approval of i i the final map'subject to this easement. He ex- : :plained that the subdividers were granted a one- : ' !.year extension to file the final map and this w-as i :the last opportunity to bring this matter before : ithe Council. Report on Improvements for L.ot ; :17 are expected to be resolved by the next Cou'ncili jmeeting. I I i (c) Report on City Library Parki.ng 'Lot Traffic i :Control. Mr. Thornton explained the traffic patteen !of the library site and that the Engineering Dept.: :proposes to construct a painted median lane (east i \bound., left turn lane) for ingress into subject : :parking lot from Elm-Ave., and that when the need i .. :arises they propose to provide access to the sub- : :ject parking lot from the future Elmwood Street I :cul-de-sac. The .Engineering Dept, felt that the : :proposed traffic pattern measures presented iou1d.j jcontrol the anticipated traffic movement created ; :by the construction of 47 to 51 parking spaces on 1 ithe Library parking lot, and they did not want a. ; :mid-intersection between Pi0 Pic0 and Highland if i ICmn. Worthing asked to' hear from Mr. Kubota since i 'I ! !MR. JACK KUBOTA asked that the Council be shown : :drawings of the overall traffic pattern for s 1 :properties between Pi0 Pic0 and Highland fronting 1 Ion Elm Ave. and stated.that it was his profession-: ; a1 opinion that the City should encourage the. I :;elimination of driveways entering onto Elm Avenue i :and should have an intersection instead. 1 I ;When asked if there would be any problem of instali- :ling a traffic light at a later date, .the Mayor i :stated he believed the plan was flexible-and this : jcould be worked out later. Mr. 'Thornton i I f explained his report dated November 14, 1966, L !stating this project was originally requested by i :the Harbor Commission, February 3, 1959. At the : jdirection of the City Council, the Engineering i b fEepartment later gave a cost estimate of improve-; jments required for a 40' roadway and 40' radius i j . :cul-de-sac, which would require addit'ional right i jof way. The City Council considered ways and rnea6s :and after approximately 2 years with no directive; :the Engineering Department dropped the project. : :The rough estimate of the construction cost of i : right of way with water main,..less service later-; 1 als and sewer main is $11 ,000. He also called - I ; attention to the fact that it has not been the ; - I City policy to participate in the construction of! ; a street of this kind, unless it is a budgeted ; i Improvement District project.
