[70] Beach Parking Lots: Due to the lack of water, the palms at the beach parking. area. are dying. Councilman Neiswender and the City Manager inspected these areas and requested assistance in the program to keep these palms watered.

Councilman McComas reported:
[Sl] Water Systems Improvement 'Committee: The com- mittee met last week and the new Chairman is Nr. Robert L. lllatson. The committee. is studying the disposal of properties of the Water Department and the use best suited. He expects the committee to hold regular meetings and function more effectively.
Mr. Olinghouse reported:

[28] Community Involvement Committee: Mr. Cling- house reported that a written report is being prepared. concerning the various sub-commi ttees, and will be furnished to the Co'uncil for their review. The Community Involvement Committee has establjshed a regular meeting date as the third Wednesday of each month.
PUBLIC HEARINGS 7:30 P.M.
[30] (a) Continued' pub7,ic hearing regarding-th.e existence of a public nuisance.
The City Engineer stated that the engineer has
paid certain fees. The City Engineer requested a
two week extension. Mr. Truax stated that he thought the matter should continue on the agenda until the matter has been resolved. The City Attorney suggested that the matter be taken off the calendar. -
It was agreed that the matter be taken off the calendar with the provision that close staff observationbe kept, on the progress.' '

1. The City Clerk presented proposed ORDNANCE #6042, AMENDING SECTION 21 OF ORDINAHCE #6040 OF THE CITY OF CARLSBAD, REGARDING BUSINESS
LICENSE FEES FOR OUT-OF-TOWN CONTRACTORS, SUBCON-
TRACTORS AND SIGN PAINTERS, TO ALLOW ONE YEAR FROM DATE.OF PURCHASE OF LICENSE AS THE EFFECTIVE PERIOD OF THEIR LICENSING.
Discussion was held and suggestions made regarding the- proposed Ordinance #6042. The feasibility of placing contractors on gross receipts as well as prorating the fees was discussed. At the Mayor's suggestion the matter was referred back to the City Clerk and Ci.ty Attorney for further study and report to the Council.

Fire Chief Anear and Batt.alion Chief Wollenchuk -spoke in opposition to the Fire Department being responsible for creating and maintaining the dis- play on the grounds that it entailed too many man hours, caused staff shortage, lack of space far the display due to the need for. the maintenance shed facilities. Further, that this project would interfer with the department’s work schedule that had been set up.
Mrs. Hasselmann, who circulated the petition, and Mrs. Lauder spoke in favor of maintaining the Christmas display stating that this has. been some- . thing unique for the community.
j It was noted that only $250 had been budgeted for Christmas decorations. The suggestion was made that Mrs. Hasselmann contact the .persons signing the petition asking them to contribute $‘1.00 each . towards the cost of the project as well as volunteer 1 abor.
i After further discussion and various suggestions,
Authorization was given for the expenditure of $250.00 allocated in the Advertising and Publicity budget for Christmas decorations, as a contribution towards other funds received by Mrs. Hasselmann for the display, and that the Fire Department be relieved of the responsibility of the project. Further, that the staff assist with planning, equip- ment and materials. Location to be determined at
a later date.

[96] (a) Striping on Elm Avenue between Harding Street and Pi0 Pic0 Drive Councilman Jardine sugges.ted a plan for directional signs to the freeway to be placed w.ithin the center lane which was recently striped. After discussion, the matter was referred to the Traffic Safety Com- mission for study. and recommendation.
[70] (b) Memorandum from the Planning Comrn'ission of November 28, 1969 requesting a Moratorium Period at the Buena Vista Lagoon was presented and the commission requested that a master plan involving both Carlsbad and Oceanside- be studied for this are The matter was referred to the staflf for study and recommendation to the City Council.

[27] (d) Audit Report: The audi.t reports for the City and Water Department for the fiscal year 1968-

ting costs only, and $59,000 would be in excess of bond indenture requirements.

Compensation and insurance incre.ased. considerably and the insurance. company has requested that the City's coverage be reviewed.
Employee fringe benefit costs were increased due to the increase of staff by 26 full time employees.
The City Auditor pointed out that the interest on the loan should not exceed $2,000 due to the invest- ment of funds and a special appropriation should be made for this interest.

[42] (e) Resolution of Appreciation. The Mayor .noted the donation to the City of the Bird of Para- dise plants by Mr. Dona1 d Briggs and directed the staff to prepare a resolution of appreciation for signature of Council members to be sent to Mr. Brigg?;.
[96] [f] Councilman McComas requested that a follou up be made'on a previous request concerning stop signs at the intersection of Monroe Street, Park - Drive and Sunnyhill. and the matter was referred to the Traffic Comrni ttee for study and report.
[30] (9) Non-conforming Signs: The City. Manager reported that there has been a study made by the staff to determine how many signs are illegal and those questionable. He miintloned that they can be controlled when a new business is .'estz!blished:% :. He further stated that the freeway signs should be eliminated by April 1970.

[251 Annexation: ' The City Atto.rney reported on the annexation of the'South 1/2 portion of the Encina Plant property and was instructed to proceed to . prepare the necessary documents.

CITY MANAGER'S REPORT:
[56] Gas Tax Fund: The proposed resolution to re- apportion the gas tax formula was deferred until the next meeting in order for the Council to study the matter. I [lo61 Underground Utilities: Notification was given by San Diego Gas and Electric Co. of the 1970 allo- I cation for-underground utili-ty program' in the amount of $24,440, making total funds appropriated approxi- mately $55,000. A meeting of the Underground Utilities Committee will be held to determine the date of commencement of the construction program.
