The Council adjourned to the City Manager's Conference Room.
General Governmental. - Non-departmental. Page 25
Account No. 115 - Harbor. Discussion was given as to patrolling the Agua Hedionda Lagoon'. It was suggested that an investigation be made as to cost of leasing a boat for this purpose.
General Government - Public Safety
Account'No. 119 - Police - Page 29. Account 8.9 - Training & Education was questioned, and the City Manager stated $1,800-was placed in the budget for in-house training. Cmn. McComas felt it was incumben' upon the Department Head to explain what these funds will be used for and submit a program.
9.4 Books, Files and Records reduced .$200-- $400.

Cmn. McComas requested the City to explore the possi- bility of reducing the insurance for the Library.
9.1 Equipment: It was noted the Library Board has requested shelving for one-half of the Mezzanine a-t a cost of $15,500. The City Manager stated the tax rate for the Library has been raised t its 1 imi t and there 'are not funds available. When some of the proposed developments.have.'been completed it will enable the City to purchase additional Capita Outlay items.
Mayor Dunne suggested the Friends of the Library dona funds towards the shelving.
