Mayor Dunne stated he . had audited the bills for the Chamber and found them to be true and correct to the best of his knowledge. He recommended the bills in the amount of $1,717.44 be ratified at this time and this.amount be reimburse the Chamber. rw League of California Cities: Mayor Dunne reminded the Council of the 74th Annual Conference of the League at Anaheim; October 15-18. Mayor Dunne wa named delegate and Councilman Frazee alternate to the conference. 1281 Planned Community Study Committee. Councilma Chase stated the committee had completed its study of the proposed revision to the P-C Zoning Ordinance and had given the recommended changes to the City Attorne for preparation of ordinance amendment. EXECUTIVE SESSION: Mayor Dunne called for an Executive Session. a 3:07 P.M., to discuss personnel. The Council recon- vened at 3:50 P.M. and the Mayor announced no final decision had been reached on personnel. Due to Mayor Dunne’s laryngitis, Vice Mayor McComas continued with the meeting as presiding Chairman. DEPARTMENTAL REPORTS: A. City Manager. c291 Agenda Bill #827. (continued from 8/15/72) Provision of Services to La Costa and South Carlsbad for Fiscal Year 1972-73. The City Manager reported that revenue from the Transient Occupancy Tax will be higher than originally anticipated because of buildings now under construction at La Costa which are nearing completl’on and which will be open for use before Christmas. Thi he stated, will help off-set salaries for additional personnel next year even though a portion of all such taxes is ear-marked for Parks and Recreation. It was pointed out these taxes would accrue from th.e final recording date of the annexation. . Other monies will be rebated to the City by the County from County Serv Areas from date of finalization of the La Costa Annexation. The City Manager pointed out that ad valorem property taxes will’ commence January, 1973, revenue therefrom to be included in the 1973-74 budget. 1 I I I -1- I S I Ii d .. City Manager (continued) Discussion was held on the purchase of equip- ment to serve the newly annexed areas, as well as personnel.' The Manager stated that prior to any purchase of equipment, the specifications would be submitted to the Council for approval. He also defin the necessity of hiring a Building Inspector immed- iately to accommodate new construction. The Director of Building and Housing informed the Council that the County has authorized the City to issue building permits at this time, without the necessity of waitin for the annexation of La Costa to be completed. All construction currently underway and under County perm would remain as County responsibility. e g i The City Manager also included the necessity of hiring eight (8) new policemen, three (3) of whom wi 11 have had previous experience and will have been through the Police Academy. The Council emphasized that local people should be given first consideration in hiring whenever- possible. The Council also asked that a phase schedule of hiring new personnel be provided. The following Resolution was adopted by title only and further reading waived: Resolution No. 2070. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD AMENDING CITY COUNCIL RESOLU- I TION NO. 2063 ADOPTING THE FINAL BUDGET FOR FISCAL YEAR 1972-73. B. Purchasing. ~41 The Purchasing Officer presented information on new vehicles available for the Police Department for use as detective units. It was agreed that this information and staff recommendations be provided for Council consideration at the next meeting. ADDITIONAL BUSINESS: [99-113]Subdivision and zoning ordinances, regarding minimum lot sizes. Councilman Frazee presented a memorandum to the Council recommending that all exist- ing subdivision and zoning ordinances be amended to read 7,500 square foot lots in place of 6,000 square foot lots in all R-A, R-l,-R-2, R-3 and RT Zones. Following discussion, a motion was made that the Council recommend the Planning Commission take action at their next meeting to amend subdivision and zoning ordinances to remove 6000 square foot lots from consideration wherever specified and changed to 7,500 square foot lots. [1101 CMWD and City Water Department. A letter and proposed agreement from the Carlsbad Municipal Water Department on consolidation of the City Water Depart- ment and CMWD was referred to the staff and Water Committee for study and recommendation. ~701 Parks and Recreation.
