/ The Heeting was called to order by Mayor Dunne at x 3:OO P.M. and adjourned to the City Manager's Confer- ence Room in the City Hall Guilding at 3:Ol P.M. The Meeting was reconvened in the City Manager's Conferenc Room at 3:05 P.M. .1

E771 a) Environmental Impact Statement. Mayor Dunne announced the primary purpose of holding an adjourned Council Meeting was to discuss the enactment
of Assembly Eill No. 889, signed by Lt. Governor Reinecke on December 5, 1972, placing a 120-day Mori - torium on the requirement for filing an Environmental
Impact Statement, which became effective immediately.

A report was submi tted by the P.lanning Department and an oral report was given by the City Attorney. It .was
the recommendation of the City Attorney that the pre- se.nt Ordinance remain in force and that certain modi- fications and deletions, which he outlined, be adopted
Consideration was given and a Motion was made and seconded that the City of Carlsbad place a Moritorium in effect on the enforcement of the present ordinance for the maximum time available under the provision of the State Law on private, projects. ..The .motion was defeated for lack of an affirmative majority.

Lengthy discussion ensued and further explanation was given by the Planning Director and City Attorney. The following Ordinance was adopted as an Urgency Ordinanc and read in full:

Discussion was held regarding th'e purchase of a Fire Truck from American-La France Co. and it was agreed this matter be deferred to the next regular meeting.
~961. c) Railroad Crossing. Councilman Chase ex- pressed concern regarding the cost of police patrol at the railroad crdssings. He suggested that perhaps costs could be cut if a red light were wired into the wig-wag signal at the railroad intersection which would insure the halting of vehicles until after the .train .had passed and further that tickets be issued ,.to.viola-tors-. Further, he explained, the red light would be a temporary measure until the crgssing ggtes were instal'led. and'wou'td be a hanging light in the
. middle of .the railroad intersection. After calling t.ttk. State Traffic Safety Counsel to determine if the.re.r?lere some means of putting the stop signs back ,at the railroad crossing, it was explained to him tha this could not be done and that the removal of stop signs at ,railroad crossings is required by the Federal Vehicle Code.
