ROLL CALL:
' Members of the Carlsbad City Council present we're: Councilmen Dunne, Chase and bicComas. Counciimen Frazee and Lewis were absent.
Members of the Carlsbad City Planning Commission present were: Commissioners Forman, Jose, Norman, Palmateer, Little and Dominguez. Commissioner Dewhurst was absent.
NEW BUSINESS:
A. Presentation of Encina #5 and Associated Transmission Lines - San Diego Gas and Electric Company.
Mr. Art Bishop, assisted by Mr. H. E. Richmond, represented San Diego Gas and Electric Company and nade a detai7ed presentation to the members of the City Council and the Planning Commission explain- ing that their plans involve only the adding of wire to existing structures in existing rights-of-way, with the exception of one small segment which required the installaticn of poles. Mr. Bishop stated that this is in connection with Encina Power Plant -.pro- posed Unit P5 which will be constructed as a result of the delay of the prop.osed nuclear plants at San Onofre, He stated that. following a comprehensive environmental study which had been com- piled, it was agreed the use of existing rights-of-way would be
He further explained in some instances aesthetic poles would be installed along the three routes.
Slides and a map were presented depicting the three routes where wire would be strung to existing poles and Mr. Richmond focused attention on various points as they were being discussed by Mr.
Bishop.
Mr. Bishop answered questions by the Council and Commission and informed them that the San Diego Board of Supervisors unanimously approved the proposed project and that a PUC Hearing was scheduled for April 16, 1973. He requested an official comment from the Council regarding the project.
Mayor Dunne informed the representatives of San 9iego Gas and Electric Company that no action would be taken pending a Public Hearing regarding the Environmental Impact of this project in accordance with City of Carlsbad Ordinance No. 1150.
, the most feasible and would have the least environmental impact.
Mr. Bishop requested the Public Hearing be held prior to the April 16th PUC Hearing and the Mayor suggested that Mr. 6is.hop contact the Planning Director regarding the date of the Public Hearing by the City.
The City Council met in Joint Session with the Planning Commission and procedures and projects were di'scussed.
